Chambers, Jr. City Council Chambers Public Safety Committee Public Safety Committee Standing Committee Meeting March 7, 2022 Minutes Call To Order Chairwoman Pindell Charles called the meeting to order at 6:03 p.m. Roll Call Present: 3- Alderman Gay, Alderwoman Pindell Charles and Alderwoman O'Neill Approval of Agenda (any changes to the agenda should be made here) Alderman Gay moved to adopt the Regular Meeting Agenda. Seconded. The motion carried by the following vote: Aye: 3- Alderman Gay, Alderwoman Pindell Charles and Alderwoman O'Neill 1. Business and Miscellaneous Approval of Minutes PSC02.07.22 Approval of Minutes for the Regular Meeting Attachments: PSC02.07.22 Alderman Gay moved to approve the Minutes for the Regular Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Gay, Alderwoman Pindell Charles and Alderwoman O'Neill PSC02.16.22 Approval of Minutes for the Special Meeting Attachments: PSC02.16.22 Alderman Gay moved to approve the Minutes for the Special Meeting. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Gay, Alderwoman Pindell Charles and Alderwoman O'Neill Committee Presentations ID-48-22 Office of Emergency Management Department Presentation: Director Simmons Attachments: Public Safety Committee - ALL OEM Office of Emergency Management Department Director Simmons, Office of Emergency Management Department Deputy Director Mandell, Office of Emergency Management Department Emergency Management Grants Specialist Watkins, Office of Emergency Management Department Sr. Emergency Planner Seborowski, Office of Emergency Management Department Emergency Management Planner Meyd, and Office of Emergency Management Department City of Annapolis Page 2 Public Safety Committee Standing Committee Meeting March 7, 2022 Minutes Training, Exercise, and Community Outreach Coordinator Reibert were present and answered questions from the committee. Alderwoman Tierney was present and addressed the committee. 2. Legislation Ordinances O-4-22 Aggressive Panhandling - For the purpose of clarifying that aggressive panhandling is a misdemeanor offense; and generally relating to aggressive panhandling. Attachments: O-4-22 First Reader O-4-22 Staff Report O-4-22 Fiscal Impact Note O-4-22 Amendment 1 - Tierney, Gay, O'Neill, Pindell Charles O-4-22 SIGNED Alderwoman O'Neill moved to Recommend Favorably Amendment 1: On page 2 strike lines 1 down through 7, and in line 10 insert a “period” after “safety” and strike “or” down through line 11, and strike lines 12 down through 13. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderman Gay, Alderwoman Pindell Charles and Alderwoman O'Neill Alderwoman Tierney was present and addressed the committee. Alderwoman O'Neill moved to recommend with amendments O-4-22. Seconded. A roll call vote was taken.
