Chambers, Jr. City Council Chambers Public Safety Committee Public Safety Committee Standing Committee Meeting March 20, 2023 Minutes - Final Call To Order Alderwoman Pindell Charles called the Special Meeting to order at 2:03pm. Roll Call Present: 3- Alderwoman Pindell Charles, Alderman Gay and Alderwoman O'Neill Approval of Agenda (any changes to the agenda should be made here) Alderwoman O'Neill moved to amend the General Discussion section as follows: ID-38-23, ID-40-23, ID-41-23, ID-36-23 and move the Election of Chairman Pursuant to City Code Section 2.16.120 to the last item on the agenda. Seconded. CARRIED on voice vote. Business and Miscellaneous Approval of Minutes PSC 2.6.23 Regular Meeting Minutes Attachments: PSC 2.6.23 Alderwoman O'Neill moved to approve PSC 2.6.23. Seconded. CARRIED on voice vote. Legislation O-9-23 Adequate Public Facilities - Mitigation of Police Protection Level Certification Requirements - For the purpose of adding a mitigation section for the Adequate Police Protection criteria and certification criteria set in Chapter § 22.14; and generally related to Review Criteria and Certification for Adequate Police Protection under Adequate Public Facilities in Title 22. Sponsors: Savidge, Gay and Alderwoman Pindell Charles Attachments: O-9-23 First Reader O-9-23 Fiscal Impact Note O-9-23 Signed Alderwoman O'Neill moved to recommend O-9-23 favorably. Seconded. CARRIED on voice vote. General Discussion ID-38-23 Annapolis Fire Update Chief Remaley, Deputy Chief Spriggs and Captain McCray were present and answered questions from the committee. ID-41-23 Proposed State Disaster Recovery Fund Attachments: 3-20-23 Public Safety Committee Presentation - FINAL Emergency Manager Planner Meyd was present to answer questions from the committee. ID-36-23 Annapolis PD Update Chief Jackson, Professional Standards Manager McCoy, Captain/ Commander of Community Outreach Miguez, Acting Captain Dave Miguez, Captain Klinedinst, Captain Howard, Public Information Officer Bennett and MIT Director Paquin were present to answer questions from the committee. Election of Chairman Pursuant to City Code Section 2.16.120 There was no action taken on the Election of Chairman Pursuant to City Code Section 2.16.120. Adjournment Upon motion duly made, seconded and adopted, the Regular Meeting was adjourned at 5:10pm.
