Chambers, Jr. City Council Chambers 1. Call To Order The Chair called the Meeting to order at 3:02 p.m. Alderwoman Pindell Charles arrived at 3:16 p.m. Present: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett 2. Legislation before Committee O-1-14 Single-Family Attached Dwellings in C1A Special Conservation District - For the purpose of deeming conforming those single-family attached dwellings lawfully existing on June 20, 1994, in the C1A Special Conservation Residence District. Acting Director of Planning and Zoning Nash discussed the legislation. Dr. Nash shared the Planning Commission findings including a proposed amendment (attached). Acing City Attorney Murnane discussed the legislation . Alderwoman Finlayson moved to amend (Rules Committee Amendment attached). Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett Alderwoman Finlayson moved to recommend with amendments. Seconded. A roll call vote was taken. The motion CARRIED by the following vote: Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett O-10-14 Legal Counsel to Board of Supervisors of Elections - For the purpose of authorizing the Board of Supervisors of Elections to engage outside legal counsel during specified periods of time in the municipal election cycle. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett R-9-14 An Ad Hoc Committee to Study the 2013 Municipal Election and Make Recommendations, If Needed, to Improve the City Code, Structure, and Procedures for City Elections - For the purpose of establishing an ad hoc committee to study the 2013 municipal election and make recommendations, if needed, to improve the City Code, structure, and procedures for elections in the City of Annapolis. Approval of Minutes RC031814 Approval of the Minutes of the Regular Meeting Attachments: March 18, 2014 This item was postponed 4. General Discussion ID-162-14 Attachments: PZ Information Packet Acting Director of Planning and Zoning Nash, Acting Assistant Director of Planning and Zoning Gudenius, and Chief of Historic Preservation Craig discussed the Planning and Zoning budget. Ms. Nash reviewed the fees and estimated revenues for the department. (attached) Ms. Gudenius discussed the impact on the fees on homeowners an developers.
