CARRIED on voice vote. Aye: 2- Alderwoman Pindell Charles and Alderman Arnett Out of Room: 1- Alderwoman Finlayson RCG050515 Approval of Minutes for the Regular Meeting Attachments: May 5, 2015 Alderwoman Pindell Charles moved to approve. Seconded. CARRIED on voice vote. Aye: 2- Alderwoman Pindell Charles and Alderman Arnett Out of Room: 1- Alderwoman Finlayson 2. Legislation before Committee O-3-15 Risk Management - For the purpose of providing that the City Council may establish written rules and regulations as necessary in the interest of risk management. Alderwoman Finlayson moved to amend O-3-15 as follows: Rules Committee Amendment #1 On page 2, strike lines 7& 8, and add "The City Council May Approve the Written Rules and Regulations as Recommended by the Risk City of Annapolis Page 1 Rules & City Government Standing Committee Minutes May 12, 2015 Committee Management Committee," on page 2 line 9, add "Upon Adoption by the City Council such Rules and Regulations will have the Full Force and Effect of the Law." Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett Alderman Arnett moved to recommend favorably O-3-15 with the following: Amendment #3 Remove section "2.48.290 Risk Management Responsibilities from Article IX Self Insurance, to Article VII Risk Management, insert under new section 2.48.225 entitled Risk Management Responsibilities." Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett Alderwoman Finlayson moved to recommend with as amended. Seconded. CARRIED on voice vote.
