Chief of Community Development Wellman gave an overview of the legislation and answered questions of the committee. Alderwoman Finlayson moved to recommend favorably. Seconded. CARRIED on voice vote. Aye: 3- Alderwoman Pindell Charles, Alderwoman Finlayson and Alderman Arnett 4.
