Village of Arcanum Council Meeting August 27, 2019 7:00 p.m. Call to Order: Mayor Baumle opened the meeting with the Pledge of Allegiance along with all present members of council. Roll Call: Council Members Jerry Boolman, R. Genovesi, Bonnie Millard, Tim Philpot. A motion was made by T. Philpot to excuse E. VanHoose. J. Boolman seconded. All others present voted yea. Motion passed. A motion was made by J. Boolman to excuse B. Vencill. B. Millard seconded. All others present voted no. Motion failed. Also present were Nicole Pohlman, Bill Kessler, Toni Stanley, Katrina Gibson, Missie Shilt and Jacob Banks Minutes – Corrections and Approvals: Mayor Baumle asked for approval of the minutes of July 30, 2019. A motion was made by B. Millard to approve the minutes from July 30, 2019. J. Boolman seconded. All others present voted yea. Motion passed. Amendments to Agenda: Mayor Baumle asked for amendments to the agenda. There were no amendments. Approval of Properly Appropriated and Funded Expenditures: Mayor Baumle presented the register of the vouchers received for August 27, 2019 and asked if there were any questions. A motion was made by B. Millard to approve the voucher register through August 27, 2019. J. Boolman seconded. All present voted yea. Motion passed. Comments from the Public: Mayor Baumle asked for comments from the public. There were no comments. Administrative Reports: Mayor: There were Administrative/Police Department Building Project and WWTP Project construction meetings and everything is moving as scheduled. The new Utility Clear, Angie Lear, started this week and the transition to Tax Administrator with Karen Deao is going smooth. Marcus Ballinger passed the background and reference check. A motion was made by R. Genovesi to Marcus Ballinger as Police Chief with the salary of $68,000. T. Philpot seconded. All present voted yea. Motion passed. Chief Ballinger’s first day will be September 2, 2019. There will be a badge pinning at the next council meeting, September 10, 2010. A press release will be sent. There will be a Public Safety night at the school cafetorium on October 22, 2019 at 6:30. There will be a “meet the Chief” for the public to meet and ask questions of the new police chief. The fire chief, Kurt Troutwine, will be there to discuss the Fire Levy that will be on the next ballot. Village Solicitor: Nothing at this time. Village Administrator: The North Street Project is underway. The Code Red system is being used to update residents. The tree removal will be done by August 29, 2019. Double Jay believes the project should be done by spring. VA Kessler notified residents of a possible information gathering spam email and false free utility mail. The PCA (price cost adjustment) this period is a reduction .0026 per kwt. A motion was made by B. Millard to approve the adjustment of -.0026/kwt as of September 2, 2019. J. Boolman seconded. All present voted yea. Motion passed. Fiscal Officer: Nothing at this time. Committee Reports: Service & Leisure Committee: The sidewalk project has 9 completed, 3 in progress and 28 to be done. The leak detection was done and a major leak was found. A report with options to correct issues found and proposal will be provided. Information regarding the trash contracts has been sent out. Bids will be sent out on September 29 and October 6, 2019. Bids will be opened October 29, 2019 and results will be presented at that evening’s council meeting. The committee is reviewing the option of charging assessment fees for administrative costs. Planning Committee: The next Planning meeting is scheduled for September 11, 2019, 4:30pm. Personnel Committee: Nothing at this time. Finance Committee: The next Finance meeting is scheduled for September 17, 2019, 4:30pm. Safety Committee: Nothing at this time. Old Business: None at this time Unfinished Business: Resolution 2019-22 – A resolution authorizing the Village Administrator to solicit for bid to contract for residential and commercial refuse/recycling pickup within the Village of Arcanum. Exhibit A and B. This is the 3rd Reading. A motion was made by B. Millard to adopt Resolution 2019-22. R. Genovesi seconded. All present voted yea. Motion passed. Resolution 2019-24 – A resolution authorizing the Mayor to enter into an agreement with Arcanum- Butler School District to provide security personnel services. This is the 3rd Reading. A motion was made by J. Boolman to adopt Resolution 2019-24. R. Genovesi seconded. All present voted yea. Motion passed. A motion was made by B. Millard to change the Committee Chairman to R. Genovesi and the Personnel Chairman to B. Vencill through the December 31, 2019. T. Philpot seconded. R. Genovesi abstained. All present voted yea. Motion passed. New Business: Ordinance 2019-34 – An ordinance providing for an amendment to the 2019 appropriations for current expenses and other expenditures of the Village of Arcanum, Darke County, Ohio and declaring an emergency (General Fund, Street Fund, Water Fund and Arc Comm Pool). This is the 1st Reading. No action taken due to number of council members present. A special council meeting is scheduled for August 28, 2019, at 8:00pm to vote on this Ordinance. Announcements: None at this time. Adjournment: J. Boolman made a motion to adjourn. R. Genovesi seconded. Meeting adjourned.
