Village of Arcanum Council Meeting
October 13, 2020
7:00 p.m.
Call to Order
Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present members of
council.
Roll Call
Council Members present included Tim Philpot, Jacob Banks, Jerry Boolman, Tammy Bruner, Taylor Somers
(via remote conference), and Rick Genovesi. Also present were Village Administrator Bill Kessler, Solicitor
Nicole Pohlman, Fiscal Officer Toni Stanley, Police Chief Marcus Ballinger, Fire Chief Kurt Troutwine, Nate
Kubik (Daily Advocate) and resident Missie Shilt.
Meeting Minutes – Corrections and Approvals
Mayor Millard asked for the approval of the meeting minutes from September 29, 2020. Council President
Boolman moved to approve meeting minutes from September 29, 2020. Council Member Genovesi
seconded. All present council members voted yea. Motion passed.
Amendments to Agenda – No amendments.
Comments from the Public – No comments.
Administrative Reports
Mayor: Mayor Millard read a news article with comments from USDA Director David Hall about the Ribbon
Cutting Ceremony and a proclamation presented by Representative Jena Powell, HD 80.
Solicitor: Nothing to report.
Village Administrator:
VA Kessler reported that he and Craig Mescher from Mote & Assoc. met with Clean Ohio Fund
representatives to discuss the parks project grant that the Village is applying for (walking path near
Ivester Park), park history, and ongoing projects in the village. A Zoom meeting will be held on
November 5 and grant funds will be awarded shortly after. The group would like to see trees such as
weeping willows, planted along the creek bank.
A punch-list and pictures were sent to ODOT regarding St. Rt. 49 repaving. Manholes have not been
repaired along with several other items. They will follow up with the Contractor.
Fiscal Officer:
Acceptance of properly appropriated and funded expenditures.
Acceptance of the Reconciliation and Final Fund Reports.
Review Civica/CMI renewal for 2021.
Request a motion to use the funds from the Coronavirus Distribution Fund 219 for Police and Fire
Personnel payroll from March 1 through the end of 2020 as described in the CARES Act as well as
the purchase of eight more cases of Zoono (Sanitizer spray) and two small electrostatic sprayers.
Council Member Philpot moved to allow funds from the Coronavirus Distribution fund to cover
Police and Fire Personnel wages, the purchase of Zoono and the purchase of two small sprayers
according to the CARES Act regulations. Council Member Genovesi seconded. All present council
members voted yea. Motion passed.
Committee Reports
Safety: There was nothing new to report.
Fire Chief Kurt Troutwine – Chief Troutwine submitted a third quarter report.

Police Chief Ballinger – Repair work was completed on the new cruiser (all under warranty).
Utility Committee: The Waste Water motor has been ordered. Keir Smith will be retiring on
12/31/2020. Randy Baker will be promoted to Utility Superintendent and the Village will be advertising for a
Lineman II opening. Tap fee procedures were discussed. The next meeting is 10/26/2020 at 4:30. (Minutes

VA Kessler asked for a non-cash adjustment for 505 South Hight Street in the amount of $162.00 due to a
water leak. Council Member Tim Philpot moved to credit 505 South High Street in the amount of $162.00.
Council Member Banks seconded. All present council members voted yea. Motion passed.
Finance & Audit: Holiday pay will run from midnight to midnight as stated in the personnel manual.
Vacation pay, insurance quotes and ongoing budget planning was discussed. The committee recommended
increasing the credit card limit from $5,000 to $10,000. The next meeting is October 14, 2020 at 4:30.

Service and Leisure: AJBS submitted a list of upgrades they would like to make at the ballpark. New
playground equipment is on order. The sidewalk project has been successful. The next meeting is scheduled
Thursday, 10/15/2020 at 5pm. (Minutes attached)
Personnel: Nothing at this time.
Planning: A meeting was scheduled for Monday, October 21, 2020 at 5:00pm to discuss animal control.

Ordinance 2020-36 – An Ordinance Amending Ordinance 2020-29 To Correct A Clerical Error. Exhibit A.
Council President Boolman moved to waive the three-reading rule of Ordinance 2020-36. Council Member
Philpot seconded. All present council members voted yea. Motion passed. Council President Boolman
moved to adopt Ordinance 2020-36. Council Member Philpot seconded. All present council members voted
yea. Motion passed.
Ordinance 2020-37 – An Ordinance Amending And Replacing The Village Credit Card Policy And Declaring An
Emergency. Exhibit A. Council Member Banks moved to waive the three-reading rule of Ordinance 2020-37.
Council Member Bruner seconded. All present council members voted yea. Motion passed. Council
Member Banks moved to adopt Ordinance 2020-37. Council Member Bruner seconded. All present council
members voted yea. Motion passed. Council Member Banks moved to declare Ordinance 2020-37 an
emergency. Council Member Bruner seconded. All present council members voted yea. Motion passed.
Ordinance 2020-38 – An Ordinance Repealing Ordinance 2020-05. 1st Reading. Council President Boolman
moved to waive the three-reading rule of Ordinance 2020-38. Council Member Bruner seconded. All
present council members voted yea. Motion passed. Council Member Boolman moved to adopt Ordinance
2020-38. Council Member Bruner seconded. All present council members voted yea. Motion passed.
Ordinance 2020-39 – An Ordinance Providing For An Amendment To The 2020 Appropriations Of The Village
Of Arcanum, Darke County, Ohio And Declaring An Emergency (Arcanum Community Ballpark Fund).

Emergency (Coronavirus Distribution Fund). Council Member Banks moved to waive the three-reading rule
of Ordinance 2020-40. Council President Boolman seconded. All present council members voted yea.

Resolution 2020-29 – A Resolution Authorizing A Contract For The Fire Department To Provide Service To
Twin Township, Darke County, Ohio. Exhibit A. 1st reading.
Resolution 2020-30 – A Resolution Authorizing The Village Of Arcanum To Enter Into A One Year Agreement
With The Local Government Services Section (LGS) Of The Office Of The Auditor Of State And Declaring An
Emergency. Exhibit A. Council Member Genovesi moved to waive the three-reading rule of Resolution 2020-
30. Council President Boolman seconded. All present council members voted yea. Motion passed. Council
Member Genovesi moved to adopt Resolution 2020-30. Council President Boolman seconded. All present
council members voted yea. Motion passed. Council Member Genovesi moved to declare an emergency on
