Village of Arcanum Council Meeting October 27, 2020 7:00 p.m. Call to Order Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present members of council. Roll Call Council Members present included Tim Philpot, Jacob Banks, Jerry Boolman, Tammy Bruner (via remote video conference), Taylor Somers and Rick Genovesi. Also present were Village Administrator Bill Kessler, Solicitor Nicole Pohlman, Fiscal Officer Toni Stanley, Police Chief Marcus Ballinger, Nate Kubik (Daily Advocate) and resident Missie Shilt. Meeting Minutes – Corrections and Approvals Mayor Millard asked for the approval of the meeting minutes from October 13, 2020. Council President Boolman moved to approve meeting minutes from October 13, 2020. Council Member Somers seconded. All present council members voted yea. Motion passed. Amendments to Agenda – No amendments. Comments from the Public – No comments. Administrative Reports Mayor: Mayor Millard discussed a “Time of Remembrance” luminary drive thru hosted by State of the Heart on November 18, 2020 and shared an article about Zoom conferencing. Solicitor: Nothing to report. Village Administrator:  Walls Brothers and ODOT arrived today to repair manholes.  A total of 12 new decorative street lights were installed in Ivester Park.  Nuisance violations have been updated. 11 citations have been issued and all but two have made contact.  1 employee is off with Covid-19. Fiscal Officer:  Acceptance of properly appropriated and funded expenditures. Council President Boolman moved to accept properly appropriated and funded expenditures. Council Member Somers seconded. All present council members voted yea. Motion passed. Committee Reports Safety: There was nothing new to report.  Police Chief Ballinger presented a monthly report. Utility Committee: Council Member Philpot reported that a second light will be installed to illuminate the water tower in Ivester Park. Grass will be planted in the retired lagoon area. WW motor was ordered; however, it has an extra-long lead time. The next meeting is October 28, 2020 at 4:30pm. Finance & Audit: Council Member Somers reported that the committee continues to work on the budget for 2021 and has been collecting insurance quotes. The next meeting is scheduled November 4, 2020 at 4:30pm. Service and Leisure: AJBS has committed to adding two new bullpens and a pitching mound beginning on October 31. FFA has offered to build picnic tables for the ballpark. New playground equipment for the ballpark arrived. FFA and AJBS has offered to help assemble. Target date for installation is November 7. Pool entry fees will be discussed in the future due to rising minimum wage re. (minutes attached). Bill will be meeting via Zoom with the Park Grant committee on November 5. Sidewalk repairs are going well. The next meeting is October 29, 2020 at 5pm. Planning: Council President Boolman reported that a meeting was held on October 21 to discuss a proposed animal nuisance ordinance presented by Police Chief Ballinger. The Planning Committee recommends it be passed when it comes to council. Minutes are attached. Old Business Resolution 2020-27 – A Resolution Authorizing A Contract For The Fire Department To Provide Service To Van Buren Township, Darke County, Ohio. Exhibit A. 2nd reading. Resolution 2020-28 – A Resolution Authorizing A Contract For The Fire Department To Provide Service To The Village Of Ithaca, Darke County, Ohio. Exhibit A. 2nd reading. Resolution 2020-29 – A Resolution Authorizing A Contract For The Fire Department To Provide Service To Twin Township, Darke County, Ohio. Exhibit A. 2nd reading. New Business Ordinance 2020-42 – An Ordinance Repealing Ordinance 2020-36. 1st Reading. Council Member Somers moved to waive the three-reading rule of Ordinance 2020-42. Council President Boolman seconded. All present council members voted yea. Motion passed. Council Member Somers moved to adopt Ordinance 2020-42. Council President Boolman seconded. All present council members voted yea. Motion passed. Resolution 2020-31 – A Resolution Authorizing Certification To The County Auditor For The Collection Of Delinquent Bills And Declaring An Emergency. Exhibit A. Council President Boolman moved to waive the three-reading rule of Resolution 2020-31. Council Member Banks seconded. All present council members voted yea. Motion passed. Council President Boolman moved to adopt Resolution 2020-31. Council Member Banks seconded. All present council members voted yea. Motion passed. Council President Boolman moved to declare an emergency for Resolution 2020-31. Council Member Banks seconded. All present council members voted yea. Motion passed. Resolution 2020-32 - A Resolution Authorizing The Write-Off Of $3,180.19 In The Village Of Arcanum General Fund. 1st Reading. Resolution 2020-33 - A Resolution Authorizing Unanticipated Expenses Not Encumbered In The Appropriations Due To Covid-19 Restrictions By The Village Of Arcanum, Ohio. Exhibit A. 1st Reading. Council President Boolman moved to waive the three-reading rule of Resolution 2020-33. Council Member Banks seconded. All present council members voted yea. Motion passed. Council President Boolman moved to adopt Resolution 2020-33. Council Member Banks seconded. All present council members voted yea. Motion passed. Resolution 2020-34 - A Resolution Authorizing The Village Fiscal Officer To Enter Into A Coronavirus Relief Funds Subgrant Agreement With Van Buren Township And Declaring An Emergency. Exhibit A. Council Member Genovesi moved to waive the three-reading rule for Resolution 2020-34. Council President Boolman seconded. All present council members voted yea. Motion passed. Council Member Genovesi moved to adopt Resolution 2020-34. Council President Boolman seconded. All present council members voted yea. Motion passed. Council Member Genovesi moved to declare Resolution 2020-34 an emergency. Council President Boolman seconded. All present council members voted yea. Motion passed.
