Village of Arcanum Council Meeting
November 10, 2020
7:00 p.m.
Call to Order
Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present members of
council.
Roll Call – All Council Members were present: Tammy Bruner, Tim Philpot, Taylor Somers, Jerry Boolman President
Pro-Tem), Rick Genovesi and Jacob Banks. Also present were VA Bill Kessler, Police Chief Marcus Ballinger, Admin.
Specialist Mary Stephens, Joe Hoke, Tammy Hoke, Shawn Bonner, Kathy Pearson, Kevin Pearson, Missie Shilt and
Nate Kubik (Daily Advocate).
Meeting Minutes – Corrections and Approvals
Mayor Millard asked for the approval of the meeting minutes from October 27, 2020. Council Member Philpot
moved to approve meeting minutes from October 27, 2020. Council Member Somers seconded. All present
council members voted yea. Motion passed.
Amendments to Agenda – Council Member Somers asked for an Executive Session after New Business for the
purpose of considering the compensation of public employees.
Comments from the Public
Shawn Bonner 205 West South Street – Received a violation letter and copy of the new Ordinance. VA Kessler
advised he could not extend additional time and any further considerations would need to be addressed with
Council. Mr. Bonner addressed hardships he has experienced this past year and asked Council for an extension of
30 days. Council Member Banks moved to allow for an extension of thirty days (extended until December 10,
2020). Council Member Genovesi seconded. All present council members voted yea. Motion passed.
Kathy Pearson, Owner of Little University addressed Council regarding incentives for new business, grants, etc. for
her daycare business. VA Kessler advised her to join Arcanum CIC, Darke County CIC and Arcanum Business
Association. Stephens suggested applying for a Small Business Relief Grant through Ohio Department of
Development Services Agency.
Administrative Reports
Mayor: Nothing to report.
Solicitor: Solicitor Pohlman reminded council about contracts that will need to be passed by the end of the year.
Village Administrator:
11 Nuisance Violations have been distributed and most are being taken care of. 21 Ivester, 606 West North Street
and 2 Sierra – these three property owners have received Violation notices and copies of the corresponding
Ordinances. Property owners have not responded and VA Kessler asked for approval to move forward with
turning the nuisances over to the court system. Council Member Philpot moved to authorize VA Kessler to move
forward with 21 Ivester, 606 West North Street and 2 Sierra Lane. Council President Boolman seconded. All
present council members voted yea. Motion passed.
Touchless hand dryers are being installed.
A work day was held on 11/7 to install new playground equipment at the ballpark. Many thanks to Brian
Pohlman and FFA for their assistance.
The state completed the manholes along ST. Rt. 49.
North West Drainage project equipment is being stored at the pool parking lot.
The Village was awarded the Clean Ohio Grant in the amount of 1.4 million. ODNR will be the next grant
for the park expansion project. Funds will allow for a new street, walkway, prairie land extending to the
park, etc.
Fiscal Officer:
Acceptance of properly appropriated and funded expenditures. Council President Boolman moved to
accept properly appropriated and funded expenditures. Council Member Somers seconded. All present
council members voted yea. Motion passed.
Committee Reports
Safety: There was nothing new to report.
Utility Committee: Committee Chairperson Philpot reported a meeting will be held November 18, 2020 at
4:30pm.
Finance & Audit: Meeting minutes included in the packet. The budget is balanced and a meeting will be held
December 1, 2020. However, Somers would like to change the meeting to December 8, 2020 at 6pm. Mayor
Millard commended the Finance Committee and Fiscal Officer Stanley on their work of the 2021 budget.
Service and Leisure: Committee Chairperson Banks reported a meeting will be held November 12, 2020 at
5:00pm.
Personnel: There was nothing new to report.
Planning: There was nothing new to report.

Old Business
Resolution 2020-27 – A Resolution Authorizing A Contract For The Fire Department To Provide Service To Van
Buren Township, Darke County, Ohio. Exhibit A. 3rd reading. Council President Boolman moved to adopt
Resolution 2020-27. Council Member Genovesi seconded. All present council members voted yea. Motion
passed.
Resolution 2020-28 – A Resolution Authorizing A Contract For The Fire Department To Provide Service To The
Village Of Ithaca, Darke County, Ohio. Exhibit A. 3rd reading. Council Member Genovesi moved to adopt
Resolution 2020-28. Council Member Somers seconded. All present council members voted yea. Motion passed.
Resolution 2020-29 – A Resolution Authorizing A Contract For The Fire Department To Provide Service To Twin
Township, Darke County, Ohio. Exhibit A. 3rd reading. Council Member Genovesi moved to adopt Resolution
2020-29. Council Member Banks seconded. All present council members voted yea. Motion passed.
Resolution 2020-32 - A Resolution Authorizing The Write-Off Of $3,180.19 In The Village Of Arcanum General
Fund. 2nd Reading. Council Member Philpot moved to waive the three-reading rule of Resolution 2020-32.
Council Member Somers seconded. All present council members voted yea. Council Member Philpot moved to
adopt Resolution 2020-32. Council Member Somers seconded. All present council members voted yea. Motion
passed.
New Business
Ordinance 2020-43 - An Ordinance Providing For An Amendment To The 2020 Appropriations For Current
Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An Emergency
(North Street Reconstruction Fund). Council Member Banks moved to waive the three-reading rule of Ordinance
2020-43. Council Member Bruner seconded. All present council members voted yea. Motion passed. Council
Member Banks moved to adopt Ordinance 2020-43. Council Member Bruner seconded. All present council
members voted yea. Motion passed. Council Member Banks moved to declare Ordinance 2020-43 an emergency.
Council Member Bruner seconded. All present council members voted yea. Motion passed.
Ordinance 2020-44 - An Ordinance Amending The Official Zoning Map Of The Village Of Arcanum, Ohio. 1st
Reading. Council President Boolman moved to waive the three-reading rule of Ordinance 2020-44. Council
Member Genovesi seconded. All present council members voted yea. Motion passed. Council President
Boolman moved to adopt Ordinance 2020-44. Council Member Genovesi seconded. All present council members
voted yea. Motion passed.
Ordinance 2020-45 - An Ordinance Providing For The Adoption Of A New Job Description For The Village Utilities
Superintendent. 1st Reading.
Ordinance 2020-46 – An Ordinance Enacting An Animal Control Code For The Village Of Arcanum, Ohio. 1st
Reading.
Resolution 2020-35 - A Resolution Authorizing The Purchase Of A Chevrolet Silverado Crew Cab Pickup Truck For
The Village Utility Department And Declaring An Emergency. Council President Boolman moved to waive the
three-reading rule of Resolution 2020-35. Council Member Somers seconded. All present council members voted
yea. Motion passed. Council President Boolman moved to adopt Resolution 2020-35. Council Member Somers
seconded. All present council members voted yea. Motion passed. Council President Boolman moved to declare
Resolution 2020-35 an emergency. Council Member Somers seconded. All present council members voted yea.

Resolution 2020-36 - A Resolution Authorizing The Village Mayor To Execute An Easement For The Existence Of
An Encroachment At 2 East Second Street, Arcanum, Ohio. 1st Reading. Council President Boolman moved to
waive the three-reading rule of Resolution 2020-36. Council Member Somers seconded. All present council
members voted yea. Motion passed. Council President Boolman moved to adopt Resolution 2020-36. Council
Member Somers seconded. All present council members voted yea. Motion passed.
Resolution 2020-37 - A Resolution Authorizing The March 01, 2020 To November 1, 2020 Utility Write-Off
Accounts And Declaring An Emergency. Council President Boolman moved to waive the three-reading rule of
Resolution 2020-37. Council Member Somers seconded. All present council members voted yea. Motion passed.

Resolution 2020-38 - A Resolution Providing For The 2021 Organizational Meeting And Regular Meetings Of
Council For The Village Of Arcanum, Darke County, Ohio. 1st Reading. Council President Boolman moved to waive
the three-reading rule for Resolution 2020-38. Council Member Genovesi seconded. All present council members
voted yea. Motion passed. Council President Boolman moved to adopt Resolution 2020-38. Council Member
Genovesi seconded. All present council members voted yea. Motion passed.
Executive Session – Council President Boolman moved to go into executive session at 7:40pm for the purpose of
discussing public employee compensation. Council Member Banks seconded.
At 7:48pm Council President Boolman moved to end the executive session. Council Member Somers
seconded.
Council Member Somers moved to provide a bonus to Toni Stanley, Bill Kessler and Marcus Ballinger in the
amount of $1,200 to be paid in 2020. Council President Boolman seconded. All present council members voted
yea. Motion passed.

Announcements – Mayor Millard thanked Council Member Taylor Somers for his service.
Adjournment – Council President Boolman moved to adjourn. Council Member Banks seconded. All present
council members voted yea. Meeting adjourned.
