Village of Arcanum Council Meeting November 24, 2020 7:00 p.m. Call to Order Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all present members of council. Roll Call – All Council Members were present: Tammy Bruner, Tim Philpot, Taylor Somers, Jerry Boolman President Pro-Tem), Rick Genovesi and Jacob Banks. Also present were VA Bill Kessler, Police Chief Marcus Ballinger and Admin. Specialist Mary Stephens. Attending by remote video conference were Solicitor Nicole Pohlman, Fiscal Officer Toni Stanley, Daily Advocate Nate Kubik and resident Missie Shilt. Meeting Minutes – Corrections and Approvals Mayor Millard asked for approval of the Public Hearing and regular Council meeting minutes from November 10, 2020. Council President Boolman moved to approve the Public Hearing meeting minutes from November 10, 2020. Council Member Genovesi seconded. All present council members voted yea. Motion passed. Amendments to Agenda – Mayor Millard asked to bring forward legislation after Public Comments. Comments from the Public – There were no comments. Old Business Ordinance 2020-45 - An Ordinance Providing For The Adoption Of A New Job Description For The Village Utilities Superintendent. Exhibit A. 2nd Reading. Council President Boolman moved to waive the three-reading rule for Ordinance 2020-45. Council Member Banks seconded. All present council members voted yea. Motion passed. Solicitor: Nothing to report. Village Administrator:  VA Kessler thanked Amy Huber and Mary Stephens for their help in organizing lights and decorations in Ivester Park. *Council Member Tammy Bruner exited at 7:12pm* Fiscal Officer:  Acceptance of properly appropriated and funded expenditures. Council President Boolman moved to accept properly appropriated and funded expenditures. Council Member Somers seconded. All present council members voted yea. Motion passed. Committee Reports Safety: Committee Chairperson Genovesi reported that many procedures will be reinstated in order to keep community members and employees safe during the rise in Covid-19 cases. Some of the measures include using Zoom videoconference for meetings, using temperature scanners, taking police reports by telephone when possible, etc. Corona Relief Funds – restrooms in the fire department are next on the list to be upgraded. If funds are available, the police department has an opportunity to take part in a new system called E-Sites organized by the Sherriff’s office at the cost of $5,800. (Meeting minutes attached.) Chief Ballinger reported that mandatory training has been suspended in 2021 and will be reevaluated in the spring.  The Volunteer Firefighter Dependent Fund requires two members from council to be on the board. Council President Boolman moved to elect Rick Genovesi and Taylor Somers to represent council on the Volunteer Firefighter Dependent Fund Board in 2021. Tim Philpot seconded. All present council members voted yea. Motion passed. An additional member of the community shall also be on the board. Council President Boolman nominated to re-elect Bruce Shank pending his acceptance. Tim Philpot seconded. All present council members voted yea. Motion passed. Utility Committee: Committee Chairperson Philpot reported that the bucket truck was re-certified for the next five years. However, a new bucket truck is being planned for within the next few years due to a one-year lead time. 7200-upgrade is being discussed with Saville Engineering. Discussed needs with PJN Distribution. (Minutes attached.) VA Kessler advised that a tree fell on a DP&L line on St Rt 127 leading to a power outage on 11/23. Due to the outage, the system at the water plant also required program restorations. The next meeting is December 16 at 4:30pm.  VA Kessler brought forth two properties for sewer write-offs. 10 Weisenbarger in the amount of $211.50 due to an outside spicket leak and 13 East First Street due to a lateral leak in the amount of $189.00. Council President Boolman moved to forgive $211.50 at 10 Weisenbarger Court and $189.00 at 13 East First Street. Council Member Somers seconded. All present council members voted yea. Motion passed. Finance & Audit: Committee Chairperson Somers reported that the next meeting is December 8 at 6:00pm. The Mayor thanked Fiscal Officer Toni Stanley for all of her work in preparing and working with the finance committee on the 2021 budget. Service and Leisure: Committee Chairperson Banks reported that there was a meeting on November 12th. Members from the Arcanum Historical Society were present and asked the committee to recognize two properties as Historical Landmarks within the Village. The properties are located at 302 South Albright and 5 South Main Street. Banks asked for legislation to be brought before council. Ivester Park expansion - $1.4 million grant was awarded for the project. The playground ballpark continues to be installed. Concrete bases are being poured and utility and street departments are working to complete. (Minutes attached.) Personnel: There was nothing new to report. Planning: There was nothing new to report.
