Village of Arcanum Council Meeting December 8, 2020 7:00 p.m. Call to Order – Mayor Bonnie Millard opened the meeting with the Pledge of Allegiance along with all members of council. Roll Call – All Council Members were present: Tammy Bruner, Tim Philpot, Taylor Somers, Jerry Boolman President Pro-Tem), Rick Genovesi and Jacob Banks. Also present were Fiscal Officer Toni Stanley, VA Bill Kessler and Police Chief Marcus Ballinger. Present via remote video conference were Solicitor Nicole Pohlman, Daily Advocate Nate Kubik and Mayor Bonnie Millard. Meeting Minutes – Corrections and Approvals – Mayor Millard asked for approval of the meeting minutes dated November 24, 2020. Council Member Somers moved to approve the Council meeting minutes from November 24, 2020. Council Member Philpot seconded. All present council members voted yea. Motion passed. Amendments to Agenda – There were no amendments. Comments from the Public – There were no comments. Administrative Reports Mayor: Nothing to report. Solicitor: Nothing to report. Village Administrator:  The Northwest drainage project will incur an additional charge due to the change in the path.  A sink hole was discovered that connects to our Sanitary system. A company will use a camera to help see what the extent is and help determine a plan for repair. VA Kessler reported that may directly relate to the I & I issue. Fiscal Officer:  Acceptance of properly appropriated and funded expenditures. Council Member Somers moved to accept properly appropriated and funded expenditures. Council Member Bruner seconded. All present council members voted yea. Motion passed.  Acceptance of reconciliation and final fund reports. The Village reconciled to zero and balanced.  $335.65 of unclaimed monies were transferred according to Ordinance 2020-20. Committee Reports Safety: Committee Chairperson Genovesi reported that the Police Department received a grant in the amount of $6,476 to purchase 2 cameras (evidence and interview rooms) that will sync with the cruiser cameras and 2 radios. A second grant is still pending for January. Two officers are out due to Covid-related issues. Utility Committee: Utility Chairperson Philpot had nothing new to report. VA Kessler reported that he received several applications for the lineman/apprentice lineman position. The December 16th meeting is cancelled and the next meeting will be January 13 at 4:30pm. Finance & Audit: Committee Chairperson Somers reported that a meeting was held prior to council and they discussed upcoming legislation. Service and Leisure: Chairperson Banks reported that the December 10 meeting is cancelled. VA Kessler provided an update on the baseball park playground equipment will be completed by spring 2021. Personnel: There was nothing new to report. Planning: There was nothing new to report. Old Business – There was no old business. New Business Vi l l a ge o f A r c a n u m R e gu l a r C o u n c i l M e e t i n g December 8, 2020 7:00 p.m. Page |2 Ordinance 2020-52 - An Ordinance Providing For An Amendment To The 2020 Appropriations For Current Expenses And Other Expenditures Of The Village Of Arcanum, Darke County, Ohio And Declaring An Emergency (General Fund, Street Fund, Fire Fund, Garbage & Refuse Fund, Coronavirus Distribution Fund, S Main St Reconstruction Fun, North Street Reconstruction Fund, Water Fund, Sewer Fund And Electric Fund). Council Member Somers moved to waive the three-reading rule of Ordinance 2020-52, as amended. Council President Boolman seconded. All present council members voted yea. Motion passed. Council Member Somers moved to adopt Ordinance 2020-52, as amended. Council President seconded. All present council members voted yea. Motion passed. Council Member Somers moved to declare an emergency of Ordinance 2020-52, as amended. Council President Boolman seconded. All present council members voted yea. Motion passed. Ordinance 2020-53 - An Ordinance Providing For Utility Payment Foregiveness During The Covid-19 Pandemic And Declaring An Emergency. Exhibit A. Council Member Genovesi moved to waive the three-reading rule of Ordinance 2020-53. Council Member Somers seconded. All present council members voted yea. Motion passed. Council Member Genovesi moved to adopt Ordinance 2020-53. Council Member Somers seconded. All present council members voted yea. Motion passed. Council Member Genovesi moved to declare an emergency of Ordinance 2020-53. Council Member Somers seconded. All present council members voted yea. Motion passed. Ordinance 2020-54 - An Ordinance Authorizing Entry Into A Contract To Provide Police Services For The Arcanum- Butler Local School District And Declare An Emergency. No action was taken. Resolution 2020-40 – A Resolution Authorizing Unanticipated Expenses Not Encumbered In The Appropriations Due To Covid-19 Restrictions By The Village Of Arcanum, Ohio And Declaring An Emergency. Exhibit A. Council Member Somers moved to waive the three-reading rule of Resolution 2020-40. Council President Boolman seconded. All present council members voted yea. Motion passed. Council Member Somers moved to adopt Resolution 2020-40. Council President Boolman seconded. All present council members voted yea. Motion passed. Council Member Somers moved to declare an emergency of Resolution 2020-40. Council President Boolman seconded. All present council members voted yea. Motion passed. Announcements – Mayor Millard announced an Organization meeting for Council on January 5, 2021 at 7pm. Adjournment – Council President Boolman moved to adjourn at 7:20pm.
