ARMADA TOWNSHIP BOARD REGULAR MEETING MINUTES 23121 East Main Armada, MI 48005 APRIL 13, 2011 7:00 p.m. CALL TO ORDER: 7:01 p.m. by Supervisor Paterek MEMBERS PRESENT: Paterek, Lobeck, Ruthenberg, Swiacki MEMBERS ABSENT: GUEST: Christine Anderson MINUTES: Ruthenberg moved, Lobeck seconded to approve March 9, 2011 regular meeting minutes as amended. Motion CARRIED Ruthenberg moved, Swiacki seconded to approve March 24, 2011 special meeting minutes as presented. Ruthenberg moved, Swiacki second to rescind motion. Ruthenberg moved Swiacki seconded to approve minutes as amended. Motion CARRIED Paterek moved, Swiacki seconded to approve April 5, 2011 election minutes as presented. Motion CARRIED CURRENT BILLS: Swiacki moved, Ruthenberg seconded to approve previously paid bills of $44,570.25: township checks # 21128 thru #21216, fire checks #11017 thru #11057, payroll checks of $73,802.61: checks #9088 thru #9230 and current list of bills $8,370.33: township check #21217 thru #21222; fire checks #11058 thru #11082 for a total of $126,743.19 as presented. Matt is the public relations officer for the Armada Fire Department. On May 13 at 11:30 a.m. the U of M Life Flight and US Coast Guard will be at the elementary school, this is open to the public if anyone would like to attend. Ayes: Lobeck, Swiacki, Paterek, Ruthenberg Motion CARRIED NEW BUSINESS: STONERIDGE ESTATES: Swiacki moved, Paterek seconded to allow Christine Anderson and Jim VanTiflin to develop guidelines as to the best course of action for lots already sold within the Stoneridge Estates development that will give owner’s direction on the steps they will need to take in order for them to build on their property, expenses not to exceed $1,000.00. Ayes: Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED TOWNSHIP: Clean Basement: Paterek stated he will have community service workers clean the basement tomorrow. AMVETS: Memorial Flags: Paterek moved, Swiacki seconded to purchase 288 veteran memorial grave marking flags from Stars and Stripes, cost not to exceed $300.00. Ayes: Lobeck, Ruthenberg, Swiacki, Paterek Motion CARRIED WEBSITE: Paterek moved, Ruthenberg seconded to purchase HD video camera and accessories for the township website at a cost not to exceed $1,000.00. Ayes: Swiacki, Paterek, Lobeck, Ruthenberg Motion CARRIED TRANSFER SITE: Doug Shafer: Lobeck moved, Ruthenberg seconded to pay Doug Shafer $275.00 for maintenance of transfer site – April 1, 2011 – March 31, 2012. Ayes: Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED BUILDING DEPT. FEES: Swiacki moved, Paterek seconded to approve building department fee increases as presented. Current residential inspection fee is $45.00 proposed increase to $55.00. Current commercial inspection fee is $55.00 proposed increase to $65.00. Current commercial plan review fee is $125.00. Proposed commercial plan review fee $125.00: (over 1,000 sq. feet add .05 per sq feet to .10 sq. ft.). Ayes: Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED HI-TECH: Time Block: Swiacki moved, Ruthenberg seconded to purchase a 25 hour time block from Hi-Tech at a cost of $2,500.00. Ayes: Paterek, Ruthenberg, Lobeck, Swiacki Motion CARRIED 2 ARMADA TOWNSHIP BOARD REGULAR MEETING MINUTES 23121 East Main Armada, MI 48005 APRIL 13, 2011 7:00 p.m. FIRE DEPT: One additional full time employee: Chief Jerzewski stated that the fire department is getting very busy and would like to bring another full time employee on as they are doing a lot more transfers. He has four qualified applicants that he would like to have interviewed at the township hall next week. Chief stated that this individual would start at $10/hour; pay increments will be 6 months then one year, same as our current full time personnel. They would not receive retirement for the first year however; they will have health benefits and 3 days vacation. Chief stated the candidates are Jim McKinnon, Cas Czerwinski, Dan Koss and Nikki Green. All live within the village or township. Paterek moved, Swiacki seconded to allow the Chief to pursue one additional full time fire fighter - paramedic for the fire department. Chief stated he would like the approval of the full time employee to be on the next regular meeting in May. Ayes: Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED FIRE DEPT: Budget amendments: Paterek moved, Lobeck seconded to approve budget amendments as presented: Line Item #336-999 – Truck replacement move $30,000.00 to line item #336-730 full time paramedic/fire fighter. Ayes: Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED FIRE DEPT: Cabinets in Chief’s office: Paterek moved, Lobeck seconded to approve purchase of new cabinets and countertop from Ros’s Cabinets, cost not to exceed $1,600.00. Ayes: Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED FIRE DEPT: Retirement –Alan Hoxie: Swiacki moved, Lobeck seconded to accept letter of retirement from Alan Hoxie with regrets. Ayes: Lobeck, Ruthenberg, Swiacki Nay: Paterek Motion CARRIED AUDITOR: Paterek moved, Swiacki seconded to have auditor Lehn King come in and thoroughly review the treasurers department, all accounts at whatever cost deemed to be necessary.
