ARMADA TOWNSHIP BOARD REGULAR MEETING MINUTES 23121 East Main Armada, MI 48005 MAY 11, 2011 7:00 p.m. CALL TO ORDER: 7:00 p.m. by Supervisor Paterek MEMBERS PRESENT: Smith, Paterek, Lobeck, Ruthenberg and Swiacki MEMBERS ABSENT: None MINUTES: Lobeck moved, Swiacki seconded to approve April 13, 2011 regular meeting minutes as amended. Motion CARRIED SET/AMEND AGENDA: Swiacki moved, Lobeck seconded to approve agenda with the following amendments: Under Correspondence and Information: Add: A. Auditor: Report on treasurer dept. Under New Business: Remove I. Add: M. D.I.A. – Inside and Out Art Program, N. Full time fire fighter/paramedic: July. O. Omo Rd., P. Limestone and Q. Deputy Treasurer. Motion CARRIED CURRENT BILLS: Ruthenberg moved, Lobeck seconded to approve previously paid bills of $34,696.15 township checks # 21223 thru #21283, fire checks #11083 thru #11132, payroll checks of $11,229.92: checks #9231 thru #9245 and current list of bills $12,993.48: township check #21284 thru #21302; fire checks #11133 thru #11146 for a total of $58,919.57 as presented. Auditor: Report on treasurer dept.: 7:13 p.m. Lehn and Ryan King addressed the board regarding the Township’s 2010 Property Tax collection and disbursements process. An audit was performed and eight items of concern were discussed. A packet was given to each board member. Motion CARRIED RESIGNATION: Deputy Clerk: Swiacki moved, Lobeck seconded to accept letter of resignation from Georgia Jones with regrets. Motion CARRIED ADVERTISE FOR PAVILION AND SENIOR CENTER ROOF REPAIRS: Swiacki moved, Paterek seconded to advertise for bids to repair pavilion and senior center roofs. Motion CARRIED PARK DIRECTOR – Three day tournament: Paterek moved, Swiacki seconded to pay Matt Goetzinger $150.00 for the weekend of July 15, 16, and 17 to oversee the ABA Tournament being held at the township park Ayes: Paterek, Smith, Lobeck, Ruthenberg, Swiacki Motion CARRIED FLAGSTAR BANK ACCOUNT: Smith moved, Swiacki seconded to move township funds into an interest bearing account with Flagstar Bank. Motion CARRIED FIRE DEPT: Zero turn lawn mower: Ruthenberg moved, Lobeck seconded to purchase used lawn mower from Judy Barron for $2,500.00. Ayes: Paterek, Lobeck, Ruthenberg, Smith, Swiacki Motion CARRIED FIRE DEPT: Swiacki moved, Paterek seconded hire Casimer Czerwinski full time – firefighter/paramedic at a starting wage of $10.00 effective May 15, 2011, with a wage increase of $1.50 after eight (8) months. At the start of a new fiscal year, April 1, 2012, a wage increase of .75 cents to $12.25 will be effective. Cas will receive health insurance coverage. No retirement benefit will be disbursed for fiscal year 2011-2012. Ayes: Smith, Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED FIRE DEPT: Replace downspouts on old building west side: Paterek moved, Smith seconded to have Ron Teller Excavating*Drainage*Grading LLC install underground downspouts at a cost of $1,350.00. Ayes: Paterek, Smith, Ruthenberg, Lobeck, Swiacki Motion CARRIED ROAD MAINTENANCE CORP. - Dust Control: Swiacki moved, Ruthenberg seconded to approve one application of calcium chloride at a cost of $11,190.00 from Road Maintenance Corp. with the option to add a second application if necessary. Ayes: Smith, Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED ARMADA TOWNSHIP PLANNING COMMISSION ORDINANCE: Swiacki moved, Paterek seconded to approve Armada Township Planning Commission Ordinance #R2011-22 as presented and to publish accordingly. COORDINATOR: Swiacki moved, Ruthenberg seconded to appoint Peggy Smith as township F.O.I.A. Coordinator. Motion CARRIED D.I.A. – Inside out art program: Swiacki moved, Lobeck seconded to have supervisor move forward with D.I.A. inside out art program. Motion CARRIED A presentation will be made at the meeting in June. FIRE DEPT: Full-time fire fighter/paramedic: July: Paterek moved, Swiacki seconded to allow the Chief to pursue an additional full-time fire fighter/paramedic for the fire department. Motion CARRIED OMO ROAD: Paterek moved, Swiacki seconded to split the cost of a chloride application on 5 ½ miles of Omo Road for fair week with Richmond Township if their board approves at a cost of $687.50. Ayes: Paterek, Lobeck, Ruthenberg, Smith, Swiacki Motion CARRIED LIMESTONE: Paterek moved, Lobeck seconded to approve limestone application for two miles at a cost of $12,900.00. Projects include: 33 Mile from Romeo Plank west to Powell (1 mile) and 34 Mile west from Coon Creek toward Romeo Plank (1 mile). Ayes: Paterek, Lobeck, Ruthenberg, Smith, Swiacki Motion CARRIED DEPUTY TREASURER: Swiacki moved, Paterek seconded to pay Deputy Treasurer, Sandy Hoxie a salary of $2,500.00 to be paid quarterly, prorated until April 1, 2012.
