ARMADA TOWNSHIP BOARD REGULAR MEETING MINUTES

CALL TO ORDER: 7:01 p.m. by Supervisor Paterek
MEMBERS PRESENT: Smith, Paterek, Lobeck, Ruthenberg and Swiacki
MEMBERS ABSENT: None
MINUTES: Swiacki moved, Ruthenberg seconded to approve May 11, 2011 regular meeting minutes as amended.
Motion CARRIED
SET/AMEND AGENDA: Lobeck moved, Swiacki seconded to approve agenda with the following amendments:
Under Correspondence and Information: Add: B. Don Brown – County Commissioner; C. DDA overpayment. Under
New Business: Add: I. Fire Dept: Resignation, J. Fire Dept: Budget amendment; K. Code Enforcer – Resignation; L.
Macomb County property foreclosures. Motion CARRIED
CURRENT BILLS: Ruthenberg moved, Swiacki seconded to approve previously paid bills of $38,704.31 township
checks # 21304 thru #21341, fire checks #11149 thru #11174, payroll checks of $33,398.23: checks #9246 thru
#9297 and current list of bills $9,810.95: township check #21342 thru #21354; fire checks #11175 thru #11190 for a
total of $81,913.49 as presented.
Ayes: Smith, Lobeck, Paterek, Ruthenberg, Swiacki Motion CARRIED
PUBLIC COMMENT- AGENDA ITEMS ONLY: None
CORRESPONDENCE/INFORMATION:
A. D.I.A. – INSIDE/OUT – Presentation. Supervisor Paterek indicated that the installation schedule for armada
will be in the fall of 2011, from September up to Holly Days in December. Installation sites for the art work
are: The Grainery, Achatz, Blake’s, Armada Township Hall, Carnegie Library, Dollar Store and the old fire
hall by Korte’s Market.
B. Don Brown – County Commissioner. Commissioner Brown offered his assistance to the township board and
the public should anyone need assistance. Commissioner Brown is the finance chair for the Macomb Orchard
Trail Commission; he indicated that they are in the process of paving the Armada portion of the trail to be
completed in August.
C. DDA Overpayment. Treasurer Smith stated to the board that overpayments have been made to the DDA over
the last two years. She and Deputy Treasurer Hoxie will be meeting with Village Treasurer Jo Adair next
week to find the discrepancy so the township can be reimbursed. Treasurer Smith will update the board on
this matter in July.

· Treasurer Report Peggy Smith – Treasurer stated that on May 16 she met with Fred the

manager at 5 Third Bank concerning the excessive fees being charged for our accounts. Smith has also been
in contact with Carl D’Andrea Regional Manager concerning fees as well. Treasurer Smith contacted Capac
Bank and indicated that they would not charge any service fees and would like to move funds to Capac Bank.
Lobeck moved, Swiacki seconded to withdraw motion to approve agenda as amended. Swiacki moved Smith
seconded to open agenda and add to New Business: M. Move funds from 5th Third to Capac Bank.
Swiacki moved, Lobeck seconded to approve agenda as amended. Motion CARRIED

Swiacki moved, Ruthenberg seconded to accept and file reports as presented. Motion CARRIED
UNFINISHED BUSINESS: None
NEW BUSINESS:
HI-TECH: Annual contract: June 14, 2011 – June 13, 2012: Ruthenberg moved, Smith seconded to approve
payment of $1,394.40 to Hi-Tech for annual support contract.
Ayes: Smith, Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED
MTA: Annual dues; July 1, 2011 – June 30, 2012: Swiacki moved, Lobeck seconded to pay annual dues of
$3,948.32 to Michigan Township Association – July 1, 2011 to June 30, 2010 including legal defense fee.
Ayes: Paterek, Smith, Ruthenberg, Lobeck, Swiacki Motion CARRIED
ORDINANCE AMENDMENTS: Swiacki moved, Lobeck seconded to table. Motion CARRIED
FIRE DEPT: Full time fire fighter/paramedic: Jim McKinnon: Swiacki moved, Paterek seconded hire James
McKinnon full time – firefighter/paramedic at a starting wage of $10.00 effective July 1, 2011, with a wage increase
of $1.50 after eight (8) months. At the start of a new fiscal year, April 1, 2012, a wage increase of .75 cents to $12.25
will be effective. No retirement benefit will be disbursed for fiscal year 2011-2012.
Ayes: Smith, Paterek, Lobeck, Ruthenberg, Swiacki Motion CARRIED
PAVILION & SENIOR CENTER: Roofing bids: Swiacki moved, Ruthenberg seconded to table until the next
meeting. Motion CARRIED

MICHIGAN STATE POLICE: Swiacki moved, Ruthenberg seconded to approve utilization of office space at the
Armada Township Fire Hall for the Michigan State Police as needed. Motion CARRIED
FRONT PORCH REPAIRS: Swiacki moved, Paterek seconded to meet with building Inspector Mel McNutt to
develop a spec sheet for repairs and to publish in two news papers for bids. Motion CARRIED
COMMITTEE: Open burning ordinance (regulatory): No action.
FIRE DEPT: Resignation: Swiacki moved, Smith seconded to accept letter of resignation with regrets from Matt
Staszewski. Motion CARRIED
FIRE DEPT: Budget amendment: Swiacki moved, Paterek seconded to approve fire budget amendment as
presented:

CODE ENFORCER: Resignation: Lobeck moved, Swiacki seconded to accept letter of resignation from Mike
Kirchner with regrets. Motion CARRIED
Paterek moved, Lobeck second to publish employment notice for Part-time code enforcer as presented and to
advertise in two newspapers. Motion CARRIED
MACOMB COUNTY TREASURER: Foreclosed property offered to township:
8:08 p.m. – Smith was excused from meeting for an emergency situation.
Paterek stated that the county needs to have an answer for the purchase of property by July 1, 2011 for parcel:
13-02-13-100-054 property address: 76727 North Avenue offered to the township at a cost of $13,853.78. They would
like to close on property by July 8. Paterek stated that 25 acres at $13,853.78 is not a bad investment for the township
to make and turn around and sell it at auction or even if you rented for farming you would make that money back in
about eleven years.
Paterek stated that the second parcel 13-02-12-200-005 -78077 Omo is a 1.0 acre parcel for $7,688.12.
Swiacki moved, Ruthenberg seconded to return offers back to county. Motion failed for lack of support.
Paterek moved, Lobeck seconded to investigate the purchase of parcel 13-02-13-100-054 for the purchase of
$13,853.78 to close on July 1. Paterek moved, Lobeck seconded to withdraw motion.
Paterek moved Lobeck seconded to set a special meeting for June 28 at 7:00 p.m. for consideration of the purchase of
Parcel: 13-02-13-100-054. Motion CARRIED

MOVE FUNDS: Paterek moved, Swiacki seconded to allow treasurer to move township funds from 5th Third Bank to
Capac State Bank. Motion CARRIED
PUBLIC COMMENT: None
ADJOURNMENT: Paterek moved, Lobeck seconded to adjourn the meeting at 8:22 p.m.
