RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: AUGUST 15, 2022 Page 1 of 2 ___________________________________________________________________________ The Council of Ashville convened in Regular Session from 6:34 PM to 7:14 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Wise the meeting to order with the Pledge of Allegiance and a moment of silence. The following members and visitors were present: Mr. STEVE WELSH Present Mr. NELSON EMBREY Present Mr. ROGER CLARK Present Mr. DAVID RAINEY Present Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Excused EMPLOYEES: Franklin Christman, Samantha Pemberton and Chief George MINUTES OF PREVIOUS MEETING: Roger Clark moved, seconded by Randy Loveless, to approve the August 1, 2022 Regular Session minutes as presented. All votes were yea. DEPARTMENTAL REPORTS VILLAGE ADMINISTRATOR: Roger Clark asked the VA if the water meter installation agreement had been signed. The VA said it had been signed. Clark then asked if Strand Associates had given a recommendation for an electrician to complete the need repairs at the WWTP and if the VA had sent a letter to Peterson Construction. The VA answered “not yet” to both questions. POLICE DEPARTMENT: Chief George read the PD’s monthly report, reported that that week was Detective Bour’s last week, and thanked Council for the pay increases. George closed by asking the VA if he had an update on the removal of the dirt pile at the police station. The VA said he will look into it. TAX ADMINISTRATOR: Nelson Embrey moved, seconded by Randy Loveless, to approve the Tax Administrator’s monthly report. All votes were yea. PLANNING & ZONING: Samantha Pemberton reported on permits issued for the month. LEGISLATION ORDINANCE FOR FIRST READING 2022-14 AN ORDINANCE TO AMEND 2003-11, 2006-02, 2006-08, 2009-09, 2009-20, 2013-02, 2013-05, 2014-05, 2016-06, 2017-05,2019-01, 2019-09, 2019-18, 2020-02, AND 2020-12 TO REFLECT CHANGES IN THE VILLAGE OF ASHVILLE PAY ORDINANCE. THIS ORDINANCE DESIGNATES CERTAIN VILLAGE EMPLOYMENT POSITIONS AS HOURLY POSITIONS AND SALARIED. IT ESTABLISHES MINIMUM AND MAXIMUM PAY RATES OF COMPENSATION FOR SUCH PERSONS EMPLOYED IN SUCH POSITIONS, AND TO DECLARE AN EMERGENCY. Nelson Embrey moved, seconded by Steve Welsh, to table the First Reading. All votes were yea. After discussion, Nelson Embrey moved, seconded by Randy Loveless, to move forward with the First Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by Roger Clark, to accept the First Reading, suspend the Rules of Council, waive the Second and Third Readings, and adopt as an emergency measure. All votes were yea. RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: AUGUST 15, 2022 Page 2 of 2 ___________________________________________________________________________ ORDINANCE FOR THIRD READING 2022-12 AN ORDINANCE AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO EXECUTE A SERVICE AGREEMENT FOR THE PLANNING, DESIGN, AND FUNDING OF A NEW WATER PROCESSING FACILITY WITH JONES & HENRY ENGINEERS, LTD AND DECLARING AN EMERGENCY. Nelson Embrey moved, seconded by Randy Loveless, to have the Third Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by Roger Clark, to approve the Third Reading. All votes were yea. RESOLUTION FOR THIRD READING 11-2022 A SECOND RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO EXECUTE AN AGREEMENT AND/OR PURCHASE ORDERS TO ADDRESS ISSUES IDENTIFIED BY STRAND ASSOCIATES REPORT AND TO EXECUTE OTHER CONTRACTS AS REQUIRED. Steve Welsh moved, seconded by Nelson Embrey, to table reading. All votes were yea. COUNCIL COMMENTS: • Steve Welsh and Nelson Embrey asked when the position of Executive Administrative Assistant was created. Mayor Wise said it was created several years ago. Roger Clark and Steve Welsh requested a copy of the ordinance that created the position and a copy of the job description for the next meeting. • Nelson Embrey said the Village needs to get serious about replacing Franklin. He wants this to be a priority at the first of the year. At 7:14 PM, Nelson Embrey moved, seconded by Randy Loveless, to adjourn the meeting. All votes were yea and the meeting adjourned.
