RECORD OF PROCEEDINGS ASHVILLE COUNCIL REGULAR SESSION Held: SEPTEMBER 12, 2022 Page 1 of 3 ___________________________________________________________________________ The Council of Ashville convened in Regular Session from 6:30 PM to 7:11 PM in the Council Meeting Room at 200 East Station Street, Ashville, Ohio 43103. Mayor Wise the meeting to order with the Pledge of Allegiance and a moment of silence. The following members and visitors were present: Mr. STEVE WELSH Present Mr. NELSON EMBREY Present Mr. ROGER CLARK Present Mr. DAVID RAINEY Present Mr. RANDY LOVELESS Present Mr. MATT SCHOLL Present EMPLOYEES: Franklin Christman, Samantha Pemberton, Brenda Stewart, Jim Welsh and Chief George MINUTES OF PREVIOUS MEETING: Randy Loveless moved, seconded by Roger Clark, to approve the August 15, 2022 Regular Session minutes as presented. All votes were yea with the exception of Matt Scholl who abstained. DEPARTMENTAL REPORTS VILLAGE ADMINISTRATOR: Franklin Christman reported that he had received one application for the Human Rights Commission. PLANNING & ZONING: Matt Scholl reported that Maronda Homes had broken ground at Hemingway Drive and that DHL will now be building one warehouse instead of seven as a result of the contract expiration with two of the three property owners they were in contract with. LEGISLATION RESOLUTIONS FOR FIRST READING 13-2022 A RESOLUTION APPROVING THE AMENDED ASHVILLE COMMERCE CENTER SECTION II AND ACCEPTING THE DEDICATION OF RIGHTS-OF-WAY FOR ALL STREETS, ALLEYS, ROADS, AND APPURTENANCES SHOWN THEREON. Nelson Embrey moved, seconded by Randy Loveless, to have the First Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by Roger Clark, to accept the First Reading, suspend the Rules of Council, waive the Second and Third Readings and adopt. All votes were yea. 14-2022 A RESOLUTION AUTHORIZING SUPPLEMENTAL APPROPRIATIONS BETWEEN ACCOUNTS AND AMENDING ORDINANCE 2022-04, THE PERMANENT APPROPRIATIONS ORDINANCE FOR THE VILLAGE OF ASHVILLE, OHIO, AND DECLARING AN EMERGENCY. Nelson Embrey moved, seconded by Matt Scholl, to have the First Reading. All votes were yea. After the reading, Nelson Embrey moved, seconded by Matt Scholl, to accept the First Reading, suspend the Rules of Council, waive the Second and Third Readings, and adopt as an emergency measure. All votes were yea. 15-2022 A RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR. Nelson Embrey moved, seconded by Randy Loveless, to have the First Reading. After the reading, Nelson Embrey moved, seconded by Steve Welsh, to accept the First Reading, suspend the Rules of Council, waive the Second and Third Readings and adopt. All votes were yea. RESOLUTION FOR THIRD READING 11-2022 A SECOND RESOLUTION AUTHORIZING THE VILLAGE ADMINISTRATOR AND FISCAL OFFICER TO EXECUTE AN AGREEMENTS OR PURCHASE ORDERS TO ADDRESS ISSUES IDENTIFIED BY STRAND ASSOCIATES REPORT AND TO EXECUTE OTHER CONTRACTS AS REQUIRED. Nelson Embrey moved, seconded by David Rainey, to have the Third Reading. All votes were yea. After the reading, Franklin Christman reported that Strand had recommended BJ’s Electric for the electrical repairs at the WWTP. Nelson Embrey moved, seconded by Roger Clark, to accept the Third Reading. All votes were yea. MAYOR: Mayor Wise reported that in honor of Charlie Morrison, the Museum and pavilion with be named the Charles W. Morrison Museum Complex. COUNCIL COMMENTS: • Matt Scholl expressed thanks to Jim Welsh for his work on the pavilion being constructed beside the museum. Scholl also said he would like to be part of the potential splash pad project. • Steve Welsh expressed concern with Jackie Ray’s serving alcohol at the tables outside of the fenced in patio area. Welsh said he enjoyed the video posted on Scioto Post’s website of Officer Cline interacting with a child driving a toy police car. • Roger Clark asked to discuss making part of Cromley Street one-way and reported a pothole on Kraft Drive. • Nelson Embrey thanked Novelis for their generous park donation and, in light of 9/11, expressed gratitude to first responders. • David Rainey encouraged the Village to dedicate funds to the museum pavilion. At 7:11 PM, Nelson Embrey moved, seconded by Steve Welsh, to adjourn the meeting. All votes were yea and the meeting adjourned.
