GOVERNMENT OPERATIONS COMMITTEE MEETING MINUTES Thursday, December 17, 2020 Committee Members Present: Committee Members Absent: Commissioner Andy Herod, Committee Chair Commissioner Patrick Davenport Commissioner Tim Denson Commissioner Melissa Link Staff: Josh Edwards, Assistant Manager Sherrie Hines, Interim Chief Assistant Attorney Kristall Barber, Animal Services Director Committee Chair Herod called the meeting to order at 5:33 p.m. A. Approval of Minutes: Commissioner Link made the motion to approve the Minutes of the November 19, 2020 meeting. Commissioner Davenport seconded the motion and it passed by unanimous vote. B. Commission Identified Items of Interest: Review of “Chapter 4-1.-Animal Control” of the Ordinance (Mayor Girtz assigned to GOC on November 4, 2020) Kristall Barber reviewed the information that had been emailed to the Committee prior to the meeting. Topics that were discussed were Revisions to Existing Feral Cat Ordinances, New Protections for the Health of Dogs and Cats, New Dog and Cat Licensing Program, New Provisions to Prohibit Animal Abuse, Neglect, Fighting, and Abandonment, Pet “Lemon Law” and Hoarding and Backyard Breeding Prevention. The Committee was in agreement that the requirement to register pets within a 30-day period is not enough time for residents moving into the community. It was suggested that the grace period for registering pets should be 60 or 90 days. Commissioner Denson would like for the Committee to include the two additional provisions of the Pet “Lemon Law” and Hoarding and Backyard Breeding Prevention in future discussions on the ordinance revisions. He said that zoning considerations should be part of the Hoarding and Backyard Breeding Prevention discussion and the Committee and staff need to think through these limits and how they would affect the number of cats allowed in cat colonies. Commissioner Denson said that he prefers a flat number for pet limits instead of calculations. The meeting adjourned at 6:49 p.m.
