MEETING MINUTES
Thursday, September 23, 2021

Committee Chair Hamby called the meeting to order at 5:00 p.m.
A. Approval of Minutes:
Commissioner Link made the motion to approve the Minutes of the September 2, 2021 meeting.
Commissioner Edwards seconded the motion and it passed by unanimous vote.
B. Commission Identified Items of Interest:
Review recommendations of Community Police Advisory Board Development Task Force
(Mayor Girtz assigned to GOC on January 6, 2021)
Sherrie Hines reviewed the draft ordinance. Commissioner Denson requested that the
Corrections Department and Sheriff’s Department be included in the ordinance. Commissioner
Link requested that the Sheriff or their designee, and a Commissioner be included as ex-officio
members of the Board. After a period of discussion, the Committee asked Sherrie to add the
Sheriff or their designee, the Director of Corrections or their designee, and a Commissioner as
ex-officio members to the Board.
The Committee also asked Sherrie to change the name of the Board to Public Safety Civilian
Oversight Board and to make it clear that both the Board and the Auditor/Monitor report to the
Mayor and Commission.
The Committee discussed a stipend for Board members and decided on $25 for each regular
meeting.
Commissioner Edwards made the motion to approve the ordinance with requested revisions
and forward to the full Mayor and Commission for adoption. Commissioner Link seconded the
motion and it passed by unanimous vote.
Consideration of Extension of the Parklet Program (Mayor Girtz assigned to GOC on
April 6, 2021)
Andrew Saunders gave a brief history of the Parklet program. He said that he will need GOC
members’ feedback on the ten questions that were emailed to the Committee last week.
Commissioner Hamby requested that Josh resend the Parklet questions document to the
Committee members. The Committee members will email questions and thoughts to Josh and
Andrew before the next GOC meeting. This topic will be discussed at the October meeting.
