MEETING MINUTES
Monday, November 21, 2022

Committee Chair Denson called the meeting to order at 5:32 p.m.
A. Approval of Minutes:
Commissioner Hamby made the motion to approve the Minutes of the October 17, 2022
meeting. Commissioner Davenport seconded the motion and it passed by unanimous vote.
B. Commission Identified Items of Interest:
Consider limitations on the number of short term rentals any individual can manage in
residential zones, and the requirement to be a homestead holder to own short term
rentals (Mayor Girtz assigned to GOC on July 19, 2022)
Sherrie Hines reviewed proposed text amendments to the Zoning Ordinance. She said there are
two avenues of regulations: Propose changing the Home Occupation Ordinance to allow short
term vacation rentals if a person resides there the majority of the year, and the second proposal
is to treat short term rentals as similarly as possible as Bed & Breakfasts. This proposal will
require a zoning permit application.
Brad Griffin discussed the process for approving a zoning amendment. The Committee will
recommend to the Mayor and Commission the proposed revisions and the recommendation to
direct staff to take the text amendment through the Planning Commission process as a text
amendment.
Commissioner Hamby made the motion to approve the changes that the Attorney’s Office and
Planning Department have identified in the Zoning Ordinance, as well as approve issuance of
an RFP for a third party vendor to monitor and regulate short term rentals.
Commissioner Link seconded the motion and it passed by unanimous vote.
The Committee discussed and decided not to meet in December.
Commissioner Davenport made a motion to adjourn. Commissioner Link seconded the motion and it
passed by unanimous vote.
The meeting adjourned at 6:02 p.m.
