Chair Evans opened the meeting with introductions and ice breaker 2. Minutes were approved 3. Announcements: a. On November 3rd-Commission Elect Dexter Fisher called an emergency meeting at Ebenezer West due to recent community violence. The next meeting will be at Hill Chapel. The date for the next meeting hasn’t been decided yet. The Board would like to attend this meeting b. Citizen Steve Williams sent an email to the Board about his ideas for the next steps for the Board. The letter was read out loud at the meeting. c. Citizen Christine Buice emailed about concerns about ACCPD officers not turning on body cameras. The email was read out loud at the meeting. d. Board members' emails are now listed on the ACC website 4. ACC HR Director, Jeff Hale, provided feedback on job description a. Put JD near the top 60-75K b. The Board will recommend to the M+C that a board member is included in the interview process c. NACOLE added thoughts: He is retired law enforcement and now serves as police oversight. Don’t want to limit the candidate pool and be too constrictive. Achieve vetting biased towards police through the interview process and well-thought-out questions. 5. NACOLE Anthony Finnell led the discussion around bylaws a. Discussed Article II, Section I, number 6: can’t be edited or removed as it’s in the ordinance but can provide more clarity. b. Discussed Article II, Section II, number 4: provided background to the term limits and discussed pros and cons of them. Terms started August 22 when voted in. Per ordinance, officers are voted in January and officers voted in 2022 won’t count towards this. Sherrie Hines will add it to the bylaws.  c. Discussed Article II, Section II, number 9: Secretary is more of the minute taker and the Monitor is other items listed. Sherrie Hines will provide edits. d. Discussed public comment in bylaws. Will not allow it in a regularly scheduled meeting, but could have specific meetings just for public comment. e. Discussed training requirements: want legitimacy with community and law enforcement. Policies, training, and documentation are values of law enforcement. Involving them in the training is crucial. Discussed how many required training hours will be included in bylaws f. Will pick back up at Section VI: Expectations 6. Logistics a. Felix Bell and Lane Pratt still haven’t been able to change their passwords. Felix Bell seconded. Motion approved unanimously. ● Timothy Pierce-Tomlin motioned to discuss a special meeting before the December 21 meeting. Lane Pratt seconded. 4 yays, 3 nays ● Lane Pratt motioned for a meeting on Dec 7. Timothy Pierce-Tomline seconded. Motion approved unanimously.
