ATHENS TOWN COUNCIL Regular Session – November 3, 2015 Athens Town Hall The Athens Town Council met in regular session at 7:01 p.m. on Tuesday, November 3, 2015 in the Athens Town Hall. Members present were Lisa Jennings, Roger Lokay, Lynne White, Mayor Timothy Pike, and Recorder John David Smith (arrived at 7:45). C. Abe Lilly and Jed Nolan were absent. APPROVAL OF MINUTES On a motion by Lokay, seconded by Jennings, the minutes of the October 20, 2015 Regular Meeting were approved without objection. CITIZENS INPUT None. EMPLOYEE REPORTS QUARTERLY DEPARTMENTAL REPORTS Missy Pentasuglia presented information from the Water Department. The engineering portion of the Source Water Protection Plan has been completed and submitted to Tetratech for completion of their portion. Officer Lowe presented information from the Police Department, including activity from the last month. He reported that the transmission for the second police car needs to be replaced and provided alternatives for consideration at the next Council meeting. He also provided information for Council consideration regarding the contracting of supplemental police support. UNFINISHED BUSINESS Water Plant Remediation Project Update (Information – No Action Required) Bids for the water plant project were opened on November 3. The low bid was about 25% lower than the other three bids. The engineer will be checking the low bidder’s references and making a recommendation to the Council in 30 days. Speed Limit Radar Trailer This discussion was postponed to a future meeting due to Mr. Lilly’s absence. Progress of Committees (Information – No Action Required) No information reported. Town/Gown Meeting (Information – No Action Required) The Council discussed setting a spring Town/Gown meeting for Tuesday, April 12. Committees should identify action items from the September meeting that should be addressed by their respective committees. Athens Town Council Minutes 11-03-2015 Website Status (Information – No Action Required) No progress to report at this time. NEW BUSINESS Truck for maintenance Mayor Pike reported that a used gas company dump truck is now available which may fulfill the needs of the Maintenance Department. This was referred to the budget committee for review. Hiring new employee for maintenance On a motion by White, seconded by Jennings, and by 5-0 vote, the Council approved Mayor Pike’s recommendation to hire Jamie Curry to the Maintenance Department. Approval of Current Bills On a motion by Lokay, seconded by Jennings, and by 5-0 vote, the Council approved the current bills, which are available for review in the Town Hall. MAYORAL AND COMMITTEE REPORTS The Council requested that the Mayor provide a list of flag holidays for the next meeting.
