JENNINGSATHENS TOWN COUNCIL Minutes– November 17, 2015 Athens Town Hall The Athens Town Council met in regular session at 7:00 p.m. on Tuesday, November 17, 2015 in the Athens Town Hall. Members present were, Charles Abraham Lilly, Roger Lokay, Lisa Jennings, Jed Nolan, Timothy Pike, John David Smith, and Lynne White. APPROVAL OF MINUTES On a motion by Lokay, second by Jennings, Council approved the Minutes of November 3, 2015 without objection. Council thanked White for preparing the minutes. CITIZENS INPUT No citizen appeared to address Council EMPLOYEE REPORTS QUARTERLY DEPARTMENTAL REPORTS – Sewer Department (Wastewater Treatment Plant): Mike Sizemore and Josh Oliver presented Wastewater Treatment Plant Quarterly Report, attached with these minutes. Of special note is the Schedule of Compliance. Discussion ensued as to how best to attempt to come into compliance by January 1, 2016. OLD BUSINESS:  Speed Limit Radar Trailer – Lilly is following up.  Progress of Committees – The Finance Committee met prior to this meeting and reported to Council at this meeting. The Finance Committee considered several requests that had not been approved as Council was awaiting direction from the Finance Committee. The Finance Committee recommended approval of the request from Maintenance for a dump truck (with the cost split between three funds – water, sewer, and town), and the Committee further considered the addition of a police car and contracting for an additional per diem/part-time police officer. Nolan and Lokay will follow-up regarding membership and suggestions for the Arts and Beautification Committee.  Truck for maintenance – Recommendation from Budget Committee – see above.  Water Project Update/Power Line Relocation – Pike informed Council of progress made with the water project. NEW BUSINESS:  Town Flag Duty – Jennings and Pike to follow-up as to days observed and volunteers to put up and take down flags. OTHER BUSINESS, MAYORAL REPORTS, COUNCIL MEMBER INPUT: No other issues/reports were presented. APPROVAL OF CURRENT BILLS (Action on Accounts): On a motion by Lokay, second by Nolan, Council approved the current bills.
