Background: Up to 5% of Augusta's annual HOME allocation may be used for operating expenses for certified Community Housing Development Organizations (CHDOs) and 15% of its annual allocation for CHDO Set-Aside. In January 2007, the Department recertified four (4) CHDOs: Antioch Ministries, East Augusta CDC, Promise Land CDC and Sand Hills Urban Development, Inc. Five (5)% of the City's HOME allocation for 2007 is $63,476. We are recommending that award of the set-aside funds to the following CHDOs: Antioch Ministries - $21,158.67 East Augusta CDC - $21,158.67 Promise Land CDC - $21,158.66 Analysis: Allocation of the 2007 HOME CHDO Operating Funds will allow the CHDOs to continue operation of their program and pay general operating expenses. Financial Impact: A total of $63,476 in 2007 HOME funds is available for CHDO operating expenses. Alternatives: None recommended Recommendation: Award 2007 HOME CHDO Operating Funds to Antioch Ministries $21,158.67; East Augusta CDC $21,158.67 and Promise Land $21,158.66. Clerk of Commission Cover Memo Item # 1  Administrative Services Committee Meeting 8/13/2007 12:45 PM Demolition of unsafe houses Department: License & Inspection Caption: Approve an Ordinance providing for the demolition of certain unsafe and uninhabitable structures in the Turpin Hill Neighborhood: 1379 Swanee Quintet ( Steed St. ), 1377 Swanee Quintet ( Steed St.), 1603 Dunns Lane, 1542 ½ Holley Street, (District 2, Super District 9); South Augusta Neighborhood: 1103 ½ Tenth Avenue (District 2, Super District 9), 2538 Dover Street: (District 6, Super District 10); Hyde Park Neighborhood: 2006 Willow Street, (District 2, Super District 9); AND WAIVE 2ND READING . Background: The approval of this ordinance will provide for the demolition of certain structures that have been determined to be dilapidated beyond repair and a public nuisance. The owners of the above referenced properties have been requested to correct the property maintenance violations. The violations were not corrected. By approving this ordinance the City will have the structures demolished, record a lien against the property in the amount of the costs incurred, and send the property owners a bill for payment that is due within 30 days of receipt. Analysis: Continuing the removal of dilapidated structures will signal to the public that neglected, unsafe and uninhabitable structures will not be allowed and that property owners will be held responsible for their properties. Financial Impact: The average total cost associated with the demolition of each property will be approximately $5,200.00. This includes the title search, asbestos survey, and demolition. Alternatives: Allow the unsafe structures to remain and continue to have a negative impact on the neighborhoods and City. TO REPEAL CONFLICTING ORDINANCES; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE AUGUSTA-RICHMOND COUNTY COMMISSION AND IT IS HEREBY ORDAINED BY THE AUTHORITY OF SAME AS FOLLOWS: Section I. That the following residential properties have been identified by the Director of the Augusta – Richmond County License and Inspection Department as unfit for human habitation (or unfit for its current commercial or business use) and the cost of repair, alteration or improvement of said properties exceeds one-half the value of property and that the said Director shall cause the structures located on hereinafter described property to be demolished and removed as ordered by Augusta-Richmond County Magistrate Court; and that said Director shall cause the costs of such removal and demolition for said property be entered upon the lien docket maintained in the office of Clerk of Augusta - Richmond County Commission and said Director shall otherwise proceed to effectuate the purpose of O.C.G.A. Duly adopted this _________ day of ____________________, 2007 MAYOR________________________________ ATTEST:_______________________________ CLERK OF COMMISSION Item # 2  Administrative Services Committee Meeting 8/13/2007 12:45 PM Proposed 2008 Action Plan Department: Housing and Community Development Caption: Discuss for informational purposes the City’s Year 2008 Proposed Action Plan for Community Development Block Grant (CDBG) Program, Emergency Shelter Grant (ESG) Program, HOME Investment Partnerships Program and Housing Opportunities for Persons with AIDS (HOPWA) Program Funds Background: The City of Augusta, being an entitlement city receives entitlement grants annually for CDBG, ESG, HOME and HOPWA funds from the U.S. Department of Housing and Urban Development (HUD). For receipt of these federal funds, the City must develop and follow an approved Consolidated Plan for use of the funds. On March 29, 2005, the Commission approved the City’s 5-year Consolidated Plan (CP) that includes the years 2005-2009. This plan contained the City’s housing and community development needs and a strategy for addressing those needs over the 5- year period. Each year, the City must develop a one-year plan of action (Annual Action Plan) indicating how the City intends to carry out the goals and objectives in its 5-year CP. This Annual Action Plan is also the city’s application for CDBG, ESG, HOME and HOPWA funds with an outline of the City’s intended use of the funds. During February and March 2007, the Housing and Community Development (HCD) Department held one public hearing, three (3) public meeting and one application workshop. The purpose of the public hearing and meetings was to obtain citizens input concerning their needs and to solicit for applications for Year 2008 funds. HCD received fifty (50) applications for CDBG funds and fifteen (15) applications for ESG funds, seven (7) for HOME funds and three (3) for HOPWA funds. HCD staff reviewed all applications and as a result, staff recommends the attached Year 2008 Proposed Action Plan subject to citizen’s comments and presentation to the Citizen’s Cover Memo Item # 3  Advisory Committee. After consideration of the 2008 Proposed Action Plan, in accordance with federal requirements, the City must hold a second Public Hearing and publish the Action Plan in the newspaper for a 30-day period to give citizens of Augusta an opportunity to comment on the activities. The public hearing will be held August 27, 2007 at 6:00 p.m. in the Commission Chambers. At the end of the comment period, (September 26, 2007) a summary of all comments received from the public and the Citizen’s Advisory Committee will be presented to Commission for consideration. Analysis: Consideration of the Proposed 2008 Action Plan is the first step of the process before getting final approval by Commission on August 21, 2007. Financial Impact: It is anticipated that the City will receive and have available a total of $4,667,029 for Year 2008. Attached is a detailed list of the funds anticipated to be available and a listing of the projects. Alternatives: None recommended. Recommendation: Accept the Proposed Year 2008 Action Plan for CDBG, ESG, HOME and HOPWA funds, subject to citizen’s comments and presentation to the Citizen’s Advisory Committee (CAC). After the 30-day comment period and CAC review, staff will return and present to Committee and Commission for action the Final 2008 Action Plan.
