CITIZENS REPORT Mrs. Ann Turner had questions/concerns regarding October Clean-Up month, hunting season and hearing gunshots behind her house, and asked if it could be looked at in the future for department directors to live in the city limits. 6. GAS SYSTEM REPRESENTATIVE Ollie Clemons Mr. Kimbrough stated we are slightly behind from this time last year. The gas system is getting gas in the ground preparing for winter. 7. Local Agency Police Department Retention Incentives (Information Only) JURISDICTION RETENTION INCENTIVE Cartersville $500 Bonus after a year of duty. Chattahoochee Hills PD (Recruitment) $200 cash if they get hired, another $200 cash if they pass their probationary period. Cherokee County (Retention) 24 hours of paid time off or 24 hours of straight time added to their next paycheck. Columbus 3 paid days off…1 upon hire and 2 more upon completion of Academy Douglas County Sheriff (Recruitment) $300 received after a 6-month probationary period. Newnan $5,000 sign-on bonus. Existing officers are also getting $5,000 ($500 for 10 pay periods to help with retention) Norcross $250 after the first 30 days of hire and another $250 at the end of the probationary year. Savannah's current incentive pay for a successful referral is $1,200.00. Smyrna $3000… $1000 at hire and 2k after the new hire successfully completes their first year. 10. Driveway Permitting Application Fee The Public Works Department has analyzed current permitting and fee procedures, as well as those neighboring jurisdiction and recommend amending its procedure. It is the recommendation of the Public Works Department to accept and approve the Driveway Permitting application and fee of $50.00.  Motion made by Leverette, Seconded by Myrick. Miscellaneous Land Disturbance Permit and Fee The Public Works department has analyzed current permitting and fee procedures, as well as those neighboring jurisdiction and recommend amending its procedure. It is the recommendation of the Public Works Department to accept and approve the Miscellaneous Land Disturbance Permit and Fee of $150.00. The application does not change how the city does its development procedures as a Local Issuing Authority to issue a Land Disturbance Permit for developments over an acre and a tenth. Recommendation for Award It is the recommendation of the Public Works Department to accept and approve the bidding of Brothers PKS Paving as the lowest bidder in the amount of $264,775.50 for milling and paving Spring Street, Rolly Street, and Filter Plant Road. Application 2023-02 SLUP: Special Land Use Permit request by East Meets West, Inc. Application 2023-02 SLUP: Special Land Use Permit request by East Meets West, Inc. to allow for the continued use as a recycling facility located at 5010 Flint Hill Road (Tax ID #19115700310 and 19115700600). The property is currently zoned HI, Heavy Industrial.  Mr. Kimbrough opened the public hearing and swore in all parties that were going to speak. Attorney Adam Rozen represented the applicant, Maria Qian. Mayor and Council had several questions and concerns regarding the business. Ms. Joy Anderson and Ms. Janette Johnson spoke in opposition of the business expansion. Mrs. Anderson made a motion to close the public hearing. Seconded by Mr. Lamar. Motion to deny the SLUP made by Anderson, Seconded by Myrick. Voting Yea: Leverette, Elder Voting Nay: Adams, Lamar C. Application 2023-04R: Rezone request by Delca Concrete, LLC Application 2023-04R: by Delca Concrete, LLC to rezone approximately 2.05 acres located at 5790 Joe Jerkins Boulevard (Tax ID #18002200120) from R-20 (single family residential) to LI (Light Industrial). The full staff report and supporting documents are attached. Staff recommends that the request for rezoning be approved with the following conditions: 1. The applicant shall incorporate architectural enhancement measures such as brick or stone veneer where the building is visible from the road. 2. The applicant shall incorporate enhanced landscaping measures along the road frontage of Joe Jerkins Boulevard. 3. The layout of the development shall be substantially in accordance with the plan dated 09/11/2023 including the reduction of the required buffers. 4. Incorporate additional stipulations as found in the letter from the applicant’s attorney dated September 12, 2023 (attached). Mr. Kimbrough opened the public hearing and swore in the applicant. Attorney Rozen represented the applicant. Council had several questions for the applicant. Mrs. Anderson made a motion to close the public hearing. Seconded by Mrs. Adams. Motion made to approve the rezoning request of Delca Concrete, LLC with the stipulations that they do no exceed the amount of trucks and dumpsters they have onsite now. Motion by Anderson, Seconded by Adams. Voting Yea: Leverette, Myrick, Elder, Lamar D. Application 2023-06SLUP: Special Land Use Permit request by RocTown Towing, LLC Application 2023-06 SLUP: Special Land Use Permit request by RocTown Towing, LLC. to continue operating as a towing and vehicle storage company located at 1942 Royal Industrial Boulevard (Tax ID #19130200390). The property is currently zoned GC, General Commercial.  Staff recommends that the request for rezoning be approved with the condition that the business dumpster as well as all vehicles associated with the business be parked and/or stored within the contained area of the premises and not in the public right-of-way. Mr. Kimbrough opened the public hearing and swore in the applicant, Mr. Troy Nealy. Council had several questions for the applicant. Mrs. Anderson made a motion to close the public hearing. Seconded by Mrs. Adams. Motion made to approve the SLUP for RocTown Towing, LLC by Anderson, Seconded by Myrick. Voting Yea: Leverette, Adams, Elder, Lamar E. Privilege License Approval for El Galaxy Sports Bar and Grill Attached is an Alcohol Privilege License request received from El Galaxy Sports Bar and Grill located at 5055 Austell Road, Suites 175 & 181. The applicant is the new owner of the business and has conducted and passed the required background check by the Austell Police Department. Staff recommends approval of the request listed. Threadmill Complex RFP Update Staff has worked with Croy Engineering to complete the Request for Proposal (RFP) for the redevelopment of the Threadmill Complex and surrounding campus. The completed RFP has been published on various platforms including contract bid, government bid and planning bid databases. All completed bid packets are to be submitted to the Finance Department no later than 3:00 PM on November 8, 2023. The RFP document is attached for your reference. 14. ATTORNEY, DUPREE & KIMBROUGH A.
