CITY OF AVENAL “Pistachio Capital of the World ” SPECIAL JOINT MEETING OF THE AVENAL CITY COUNCIL/SUCCESSOR AGENCY THURSDAY, NOVEMBER 30, 2017; 5:30 P.M. AVENAL CITY HALL 919 SKYLINE BLVD.; AVENAL, CA 93204 MINUTES Mayor Pro Tem Ovalle called the meeting to order at 5:34 p.m. Council Members Absent: None. Staff Present: Whitten, Ortiz, Santillan. Legal Counsel: None. ROLL CALL: Councilmember Woolley, Councilman Gravelle, Mayor Pro Tem Ovalle, Mayor Preciado, Councilmember Moreno joined the meeting at 5:30. CITY CLERK: Government Code Section 54952.3: The members of the City Council, Successor Agency and Housing Authority are entitled to receive a total of $300.00 per month as a result of being elected to the City Council. They receive no other compensation for sitting as a member of Successor Agency and Housing Authority. PUBLIC COMMENT / ANNOUNCEMENTS & UNSCHEDULED APPEARANCES: No public comments were offered. NEW BUSINESS: A. Consider Approving Resolution Authorizing Submittal of Application to The San Joaquin Valley Air Pollution Control District Benefit Grant: Fernando Santillan, Community Development Director, stated that this item is in regard to the approval Council gave Staff to move forward with the purchase of two clean energy vehicles contingent on grant funding by the San Joaquin Valley Air Pollution Control District. Staff is seeking adoption of the attached resolution which is required by the San Joaquin Valley Air Pollution Control District to be eligible for grant funds through the Public Benefit program for Public Agencies, which provides up to $20,000 per clean energy vehicle. He received quote ($32,171.95) which would require a roughly $12,172 match from the City, per vehicle (a net cost of $6,921.25 after the clean vehicle rebate). However, the City would need to purchase the vehicles at full cost up front and be reimbursed, making the initial cost to the City a total of $64,343.90. For the initial purchase, funds would be withdrawn from Community Improvement Fund 10.5, Account 726 (the full amount to be transferred from Account 725) and it may potentially be carried over into the next budget year dependent on the timing of the purchase. He amended the Resolution to reflect a cost, not to exceed $70,000. After a brief discussion, the following action was taken: RESOLUTION 2017-69: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AVENAL AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE SAN JOAQUIN VALLEY AIR POLLUTION CONTROL DISTRICT PUBLIC BENEFIT GRANTS PROGRAM A motion was made by Councilmember Woolley to approve the Resolution, seconded by Councilmember Moreno and carried. Roll Call Vote: AYES: Woolley, Moreno, Gravelle, Ovalle, Preciado. NOES: None. ABSENT: None. ABSTAIN: None. B. Consider Authorizing the City Manager to Enter into an Agreement with Gilbert Electric Company for City Hall Technology Infrastructure Upgrade: Joint Meeting City Council/Successor Agency November 30, 2017 Page 2 of 2 Mr. Santillan mentioned that Mrs. Perkins filled him in on this item. Basically, there were some internet issues at City Hall and the internet was down for several days. Staff had to use back-up solutions. When the County came out to look at the problem, they thought that they could figure it out at first, but the wiring is so convoluted at City Hall between the downstairs and upstairs that they would be unable to. Staff got a new switch for the cables that converge up here and received new switch plugged wires, but as they did not know what was plugged, they came to the realization that City Hall needed to be rewired. Staff received a quote from Gilbert Electric, a contractor the County uses for their electrical work, proposing to install at each work station two (2) ethernet outlets per station and data rack at a cost of $10,750. Mayor Pro Tem Ovalle asked if there were other bids obtained for this upgrade and would Staff obtain more bids? Mr. Santillan stated no, but Staff could obtain more bids, if that is what the City Council wants. A motion was made by Mayor Pro Tem Ovalle to table item and obtain multiple bids, seconded by Councilman Gravelle and carried. Roll Call Vote: AYES: Ovalle, Gravelle, Woolley, Moreno, Preciado. NOES: None. ABSENT: None. ABSTAIN: None. After a brief discussion, the Council decided to table item to the December 14th meeting. The City Council went into Closed Session at 5:53 p.m. CLOSED SESSION: (City/Successor Agency: A. CONFERENCE WITH REAL PROPERTY NEGOTIATOR(S) (Government Code § 54956.8). It is the intent of this governing body to meet in Closed Session to confer with its real property negotiator(s) concerning the purchase, sale, exchange or lease of real property by or for this local agency as follows: Property Description: APN: 040-175-027 & 040-175-028 Negotiator(s): City Manager and City Attorney. Party with whom negotiating: City/Other. Instructions to negotiator concerning: Terms. ADJOURNMENT. The meeting reopened at 6:56 p.m. with no action out of Closed Session.
