Welcome and Roll Call – Mayor Bob Abercrombie welcomed all in attendance and called roll. Those in attendance were Council Members Al Kettle, Nile Mathisen, Ben Allred, Shaun Murray, Secretaries Kaelyn Meyers, and Anissa McDonald. b. Prayer – Shaun Murray c. Pledge of Allegiance – Said by all in attendance. d. Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state concern. o No conflicts were stated. 2) MAJOR SUBDIVISION CONCEPT – Rob McNeel Rob McNeel is asking the Council to give their opinion regarding an RV Park with Tiny Homes to the back of the park. The property he is looking at is approx. 2291 E. Hwy 40 and is 11.51 acres. Rob McNeel stated that he will keep the front part commercial, the back will need to be rezoned to change to medium residential. The presentation shows about 80 spots for trailers with a parking area, dog park, laundry and shower building, pavilion and common areas. He said that there will be an onsite manager. Mayor Bob Abercrombie explained the moratorium that has been put on new water connections, stating that it is not a good time right now for this type of project. Water Manager Ben Mower said that it is a firm no on water for now. Council Members all agreed that the project in this area is a good place and would help with the housing shortages in the area. They don’t see a problem for Rob McNeel to apply for a zone change to start with, without water approval. 3) GENERATORS FOR OFFICE AND SHOP – Mayor Bob Abercrombie said that he is waiting specs for the purchase of 2 generators, one for each building. He spoke with one company and the bid came in quite high and so for this type of purchase we will need more than one bid. 4) STREET SWEEPING – Mayor Bob Abercrombie said he is waiting for a price quote from Hyrum Winterton for our needs here in Ballard. August 19, 2025 1 5) CITY BUILDING PARKING LOT REPLACEMENT – We received a preliminary opinion of probable cost bid from Jones & DeMille Engineering in the amount of 545,000 to replace the asphalt in and around the parking lot here at the city building. Mayor Bob Abercrombie said we need to put this project on the 1-year list. 6) ENGINEERING UPDATE – TMP Project -- Jeff Baker said that the TMP (Transportation Master Plan) is posted on city’s website. 1000 S. Project -- CIB meeting will be on September 4, 2025, in Salt Lake, for the 1000 S project, Council Member Ben Allred and Public Works Director Ben Mower will attend along with Jeff Baker from Engineering Services. 7) UINTAH COUNTY SHERIFF / COMMISSION REPORTS – Deputy Pratt gave update from Uintah County Sheriff’s Office. 8) BOARD MEETING UPDATES – Mayor Bob Abercrombie gave update from Water Board meeting. 9) OFFICE / PROJECTS REPORT Nothing to report. 10) REVIEW AND CORRECT MINUTES -- a. Council Meeting August 5, 2025 Motion made by Council Member Shaun Murray to approve the minutes of August 5, 2025 as corrected, 2nd by Council Member Al Kettle. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 11) FOLLOW-UP ON PAST MINUTES – Nothing to follow up on. 12) MAYOR’S REPORT— Mayor Bob Abercrombie went over fire calls in Ballard. 13) COUNCIL REPORTS – Council Member Al Kettle – Nothing to report on. Council Member Nile Mathisen- Gave update from animal SSD. Council Member Ben Allred – Nothing to report. Council Member Shaun Murray – Nothing to report on. 14) FINANCES: Checks, Statements, Reports and Budget Checks and finances were gone over and approved. August 19, 2025 2 Motion made by Council Member Shaun Murray to approve finances, 2nd by Council Member Nile Mathisen. All in favor.
