Bevin Watkins 1) CALL CITY COUNCIL MEETING TO ORDER a. Welcome and Roll Call – Mayor Bob Abercrombie welcomed all in attendance and called roll. Those in attendance were Council Members Al Kettle, Nile Mathisen, Ben Allred, Shaun Murray, Secretaries Kaelyn Meyers, and Anissa McDonald. b. Prayer – Al Kettle c. Pledge of Allegiance – Was said by all in attendance. d. Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state concern. o No conflicts were stated. 2) RESOLUTION 202509-001 CANCELING ELECTIONS – Motion made by Council Member Al Kettle to approve Resolution 202509-001 to cancel the 2025 Elections, 2nd by Council Member Ben Allred. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 3) STREET SWEEPER DISCUSSION – Mayor Bob Abercrombie said that he has talked to Naples Mayor Dean Baker regarding their purchase of a street sweeper. Mayor Baker said that they bought a street sweeper for $750,000. Council Members agreed that that is too much to pay for one. Mayor Bob Abercrombie said that he is waiting for Public Works Director Ben Mower to contact Hyrum Winterton to see if he is willing to contract with us. 4) 1500 E. 1000 S. ROADWAY PROJECT – Jeff Baker said funding meeting CIB funded as requested for 1000 S. combined project. 5) DUCHESNE COUNTY CHAMBER OF COMMERCE DONATION – Mayor Bob Abercrombie said last year we gave $500 as a membership renewal to the Duchesne County Chamber of Commerce. Council Members held brief discussion and agreed to donate the same amount again. September 16, 2025 1 Motion made by Council Member Ben Allred to renew membership for $500, 2nd by Council Member Shaun Murray. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 6) ENGINEERING UPDATE – No further updates. 7) UINTAH COUNTY SHERIFF / COMMISSION REPORTS – Sgt. Bevin Watkins gave update from Uintah County Sheriff’s Office. 8) BOARD MEETING UPDATES – Update was given from Water Board meeting. 9) OFFICE / PROJECTS REPORT – No report from Office. 10) REVIEW AND CORRECT MINUTES -- a. Council Meeting September 2, 2025 Motion made by Council Member Shaun Murray to approve the minutes of September 2, 2025 as written, 2nd by Council Member Al Kettle. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 11) FOLLOW-UP ON PAST MINUTES – Nothing to follow up on. 12) MAYOR’S REPORT— Mayor Bob Abercrombie said that East Elementary is asking for a donation for the school. After a brief discussion regarding who we help out, Council Members decided to deny the donation. Mayor Bob Abercrombie said that Ballard City has been invited to participate in the Halloween parade in vernal to show our going out and coming in Mayor. Council Members declined invitation. 13) COUNCIL REPORTS – Council Member Al Kettle – nothing to report. Council Member Nile Mathisen– nothing to report. Council Member Ben Allred- Went over finances. Council Member Shaun Murray – gave park update. September 16, 2025 2 14) FINANCES: Checks, Statements, Reports and Budget Checks and finances were gone over and approved. Motion made by Council Member Ben Allred to approve finances, 2nd by Council Member Al Kettle. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 15) ADJOURN COUNCIL MEETING Motion made by Council Member Nile Mathisen to adjourn Council Meeting at 7:40 p.m., 2nd by Council Member Ben Allred. All in favor.
