Mayor Bob Abercrombie Council Members Public Works Director Shaun Murray City Council Ben Mower Secretary/Recorder Ben Allred Alfred Kettle October 7, 2025, 7:00 p.m. Kaelyn Meyers Nile Mathisen MINUTES Secretary Anissa McDonald COUNCIL MEETING Visitors Item Jeff Baker Troy Gadd 1) CALL CITY COUNCIL MEETING TO ORDER a. Welcome and Roll Call – Mayor Bob Abercrombie welcomed all in attendance and called roll. Those in attendance were Council Members Al Kettle, Nile Mathisen, Ben Allred, Shaun Murray, Secretaries Kaelyn Meyers, and Anissa McDonald. b. Prayer – Nile Mathisen c. Pledge of Allegiance – Said by all present. d. Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state concern. o No conflicts stated. 2) BALLARD SPRINGS PHASE II APPROVAL – Rob McNeel Troy Gadd and Rob McNeel discussed that Phase II will include 4 more unites going east on the north and south sides. The gray areas of the map show the limited common and common areas that are to be amended on phase 1 plat. Motion made by Council Member Shaun Murray to approve Ballard Springs phase II, 2nd by Council Member Nile Mathisen. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 3) BALLARD SPRINGS AMENDMENT PHASE 1 – Rob McNeel Troy Gadd went over the amendment of Phase 1 Ballard Spring Subdivision to fix the description that was filed with the County. The survey shows the description further to the north of that property. Troy Gadd explained and defined the common areas as roads, curb gutters, open space with limited common areas as the driveways. Motion made by Council Member Ben Allred to approve Ballard Springs phase I amendment, 2nd by Council Member Al Kettle. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray October 7, 2025 1 Bob Abercrombie 4) STREET SIGNAGE -- Jeff Baker Jeff Baker said that he and Public Works Director Ben Mower would like to update the signage in the city. Jeff said that early approximate cost is $30,000 to replace all street signage at intersections and aging signs. Motion made by Council Member Ben Allred to move forward with upgrading signage, 2nd by Council Member Al Kettle. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 5) STREET SWEEPER DISCUSSION – Mayor Bob Abercrombie said that Hyrum Winterton finally got back with the city and 1500 east was swept. They left quite a few piles of debris and said that they will need to come back to finish the job. 6) ROADWAY SAFETY DISCUSSION – Mayor Bob Abercrombie wants Council Members input on how to keep streets safe. 7) ENGINEERING UPDATE – Mayor Bob Abercrombie said that there was a CIB meeting last week no changes were made to our application. 8) UINTAH COUNTY SHERIFF / COMMISSION REPORTS – Not in attendance. 9) BOARD MEETING UPDATES – Council member Al Kettle gave update from planning and zoning meeting. 10) OFFICE / PROJECTS REPORT UMCA Conference Update -- Kaelyn Meyers discussed a couple of policy changes that are implemented to all cities. We need to come up with a privacy policy. Nate with UBAOG worked on getting us a draft that will need reviewed. This is a life draft on our website right now. Another policy that will need to be included soon is for AI implementations. 11) REVIEW AND CORRECT MINUTES -- a. Council Meeting September 16, 2025 Motion made by Council Member Shaun Murray to approve minutes of September 16, 2025 as corrected, 2nd by Council Member Nile Mathisen. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie October 7, 2025 2 12) FOLLOW-UP ON PAST MINUTES – No follow up. 13) MAYOR’S REPORT— Mayor Bob Abercrombie met with Jeremy Raymond and Corey Auger to adopt wildland fire agreement. 14) COUNCIL REPORTS – Council Member Al Kettle – nothing to report. Council Member Nile Mathisen – Secretary job has been opened. Council Member Ben Allred – went over bank reconciliation. Council Member Shaun Murray – nothing to report. 15) FINANCES: Checks, Statements, Reports and Budget Checks and finances were gone over and approved. Motion made by Council Member Ben Allred to approve finances, 2nd by Council Member Al Kettle. All in favor. YEA NAY Council Members Al Kettle Nile Mathisen Ben Allred Shaun Murray Bob Abercrombie 16) ADJOURN COUNCIL MEETING Motion made by Council Member Shaun Murray to adjourn meeting at 8:05 pm, 2nd by Council Member Nile Mathisen. All in favor.
