1) CALL CITY COUNCIL MEETING TO ORDER
a. Welcome and Roll Call – Mayor Bob Abercrombie welcomed all in attendance
and called roll. Those in attendance were Council Members Al Kettle, Nile
Mathisen, Shaun Murray, Secretaries Kaelyn Meyers, and Anissa McDonald.
Council Member Ben Allred was excused.
b. Prayer – Bob Abercrombie
c. Pledge of Allegiance – Said by all in attendance.
d. Conflicts of Interests -- All Council Members who have a conflict with any item on
the agenda please state their concern.
o No conflicts were stated.
2) PRIVACY POLICY STATEMENT –
Secretary Kaelyn Meyers stated that with the state changes this last year, there was a
speaker at the UMCA Conference that went over the Privacy Policy that needs to be
enacted and posted on our website. Mayor Bob Abercrombie stated that Nate with
UBAOG drafted us a policy from a sample that the state has.
Motion made by Council Member Shaun Murray to approve the privacy policy, 2nd by
Council Member Al Kettle. All in favor.

3) AI POLICY STATEMENT --
Another topic that was discussed at the UMCA Conference is the AI changes that will
impact all municipalities. Mayor Bob Abercrombie said we need to adopt an AI policy
statement at this time to adhere to the state ordinances. Nate with UBAOG drafted a
statement that will fit our needs at this time.
It was discussed that we really need to have our policies updated and that maybe January
would be a good time to get Nate to review and update them.
Motion made by Council Member Nile Mathisen to approve AI policy, 2nd by Council
Member Shaun Murray. All in favor.

4) BALLARD CHRISTMAS SHOW –
Mayor Bob Abercrombie said that Deb Richards emailed him about the light show, to
see if we still wanted this done this year. Decision was made to let deb know about
concerns brought up about vandalism, cost and clean up and see what she says. Will put
on next agenda.
5) SERENITY PARK –
Mayor Bob Abercrombie said that there has been vandalism happening at the park.
Uintah Parks and Recreation decided to install cameras to help with catching those
involved. There was a discussion regarding the curfew that most parks have and maybe
we need to implement better in Ballard. Council Member Shaun Murray will check into
placing signs stating parks close at 11 pm.
6) ENGINEERING UPDATE –
Jeff Baker discussed with Council Members the need for more patience when approving
subdivisions etc. There are small errors that are getting through and aren’t caught until
the construction starts. He indicated the problems that they have been having with the
Townhome project. The sidewalk, curb and gutter will need to be removed and lowered
for the drainage along the roadway.
Jeff gave an update on the 1000 South Roadway Project and said all is moving forward.
7) UINTAH COUNTY SHERIFF / COMMISSION REPORTS –
Matt Wilber introduced himself and stated he is running for Uintah County
commissioner.
8) BOARD MEETING UPDATES –
Council Member Al Kettle gave update from Water Board meeting.
9) OFFICE / PROJECTS REPORT –
No office projects to report.
10) REVIEW AND CORRECT MINUTES --
a. Council Meeting October 7, 2025
Motion made by Council Member Al Kettle to approve the minutes of October 7,
2025 as written, 2nd by Council Member Nile Mathisen. All in favor.

11) FOLLOW-UP ON PAST MINUTES –
Council Member Nile Mathisen asked about purchase of generators for the city, Mayor
Bob Abercrombie said that he is still waiting on another bid.
12) MAYOR’S REPORT—
Mayor Bob Abercrombie said cameras installed on 1500 east at the gulch show a good
view of the roadway.
13) COUNCIL REPORTS –
Council Member Al Kettle – Noting to report on.
Council Member Nile Mathisen – Nothing to report on.
Council Member Ben Allred – Was excused from tonight’s meeting.
Council Member Shaun Murray – cameras installed at Serenity Park.
14) FINANCES: Checks, Statements, Reports and Budget
Checks and finances were gone over and approved.
Motion made by Council Member Shaun Murray to approve finances, 2nd by Council
Member Al Kettle. All in favor.
