Welcome and Roll Call – Mayor Bob Abercrombie welcomed all in attendance and called roll. Those in attendance Leah Bastian include Council Members Shaun Murray, Ben Allred, Al Kettle, Jeff Baker Nile Mathisen, and Secretary Kaelyn Meyers. Secretary Anissa McDonald was excused. b. Prayer – Shaun Murray c. Pledge of Allegiance – d. Conflicts of Interests -- All Council Members who have a conflict with any item on the agenda please state concern. None stated. 2) PUBLIC HEARING, TRANSPORTATION MASTER PLAN – 7:15 P.M Reviewing and adopting updates to the Ballard City Transportation Master Plan (TMP) Motion made by Council Member Al Kettle to close out of our regular meeting and open the Public Meeting at 7:15 p.m. 2nd by Council Member Ben Allred. All in favor. Engineer Jeff Baker went over the proposed Transportation Master Plan TMP. The last time the plan was revised was approximately 2012. The TMP helps with roadways, intersections etc. and helps with prioritizing projects and what to go after for funding. With all the work that has been done on 1500 E and other projects the plan needed a good review. Among other changes, we have updated the traffic counts for the 1000 S. Corridor coming up. Ben Mower asked if we saw any significant changes from the old plan to this plan. Jeff Baker answered that the roadways including 1500 E. is more of a corridor for oil field traffic now. There is significantly more traffic along the highway and 2500 E. going north. Overall, the roads we have are all in good shape. The assessment shows a picture of all the roads with scoring of the condition of the road now and if development happens it shows what will need to be done moving forward. Maintenance plans have been updated. Motion made by Council Member Nile Mathisen to close out of the Public Hearing and open our Regular Meeting at 7:30 p.m. 2nd by Council Member Shaun Murray . Hwy 40 – Rob McNeel The Zone change has been tabled for a few last-minute adjustments in Planning and Zoning. 4) CHRISTMAS LIGHT SHOW – Deb Richards Ben Allred asked the council what they think with having the Light Show. We discussed this at the last meeting and most agreed that the residents like the show. Council Member Al Kettle addressed the question of who was in favor of the light show on Facebook to see what the public wants. He got 21 responses that were very positive for the Light Show. The community would like to have it back. Council Member Shaun Murray asked if the Mayor spoke with her after the last meeting with our concerns. The Mayor was waiting until this meeting. It was mentioned that an agenda was sent out to Deb Richards to come to the Council Meeting. It was mentioned that Deb would like to put the show up the weekend before thanksgiving if we want it. Secretary Kaelyn Meyers was asked to put her back on the next agenda. 5) BUILDING STANDARDS DISCUSSION – Jeff Baker reiterated what was said in Planning meeting with the need to make sure the city gets the engineered drawings and make sure the city, Ben, and engineer approves the plans before they start the process. There needs to be a better process of getting all aspects of the site plan approved and signed off before construction begins. A suggestion might be for an escrow account which will help cover the cost if our engineer goes above and beyond to ensure that things are done as per code and that the developer covers the cost. Mayor Abercrombie stated that we as a Council need to go over the plans better when things are approved in Planning meeting before it is approved in council. This will require that the two weeks be utilized for our review. Jeff Baker asked if we could maybe contract out for someone to work as our zoning and building administrator. We might could investigate this but would like to have some suggestions. In planning meeting, it was decided that we contact Kendall Welsch and or Mike Hansen with help in clarifying the process better in our ordinances. 6) LAPTOPS REPLACEMENT – Mayor Abercrombie explained that the laptop that we utilize for meetings need to be replaced to include the new upgrades. Mayor Abercrombie is working on getting a quote. November 4, 2025 2  7) COPIER REPLACEMENT – The copier machine is about 7 years old at this time and needing major repairs, so we need to look at a replacement. DEX gave us a quote for a Cannon product. The cost will be about $2,752.22. This cost will be split with the Water Board. Motion by Council Member Shaun Murray to approve the purchase of replacing our copier with a Cannon Printer. 2nd by Council Member Al Kettle. All in favor. Yea Nay Council Members Bob Abercrombie Ben Allred Shaun Murray Nile Mathisen Al Kettle 8) PROPOSAL FOR 1000 SOUTH ENGINEERING – Jeff Baker Jeff Baker went over the engineering proposal for the 1000 South project. Motion was made by Council Member Ben Allred to approve the proposal for the Engineering Contract for the 1000 South roadway project. 2nd by Council Member Nile Mathisen. All in favor. Yea Nay Council Members Bob Abercrombie Ben Allred Shaun Murray Nile Mathisen Al Kettle 9) AWARD 2025 SIGN PROJECT – Jeff Baker Council approved going for bids to update and change out street signage in the city. There were 7 different contractors, with one bid coming in for PR Contracting in the amount of $47,147.28. This will replace the majority of our address signs with new logo on them. This will make sure all the signage in the city will be updated. Motion made by Council Member Shaun Murray to approve the bid for PR Contracting for the 2025 Signage Project in the amount of $47,147.28. 2nd by Council Member Ben Allred. All in favor. Still waiting on Attorney Clark Allred with the MOU’s. 11) UINTAH COUNTY SHERIFF / COMMISSION REPORTS – No report tonight November 4, 2025 3  12) BOARD MEETING UPDATES – Mayor gave update from Planning meeting. 13) OFFICE / PROJECTS REPORT Safety Concern -- There was a Safety concern brought into the office for a bus stop on 3500 E. Ben Allred will go look at the proposal and decide whether this is in Ballard or Uintah County. Resumes -- Mayor Abercrombie stated that there are 21 applications. Ben Mower stated that a committee will go through the applications and narrow it down then have a few suggestions for interviews. 14) REVIEW AND CORRECT MINUTES -- a. Council Meeting October 21, 2025 Motion made by Council Member Nile Mathisen to approve the Minutes of October 21, 2025 as written. 2nd by Council Member Shaun Murray. All in favor. Council Member Shaun Murray – They are opening an all-wheel park section for skateboarders. Mayor Abercrombie brought up the vandalism at our city parks. The cameras are doing a good job. 18) FINANCES: Checks, Statements, Reports and Budget Motion made by Council Member Ben Allred to approve the Finances as presented. 2nd by Council Member Shaun Murray.
