1) CALL CITY COUNCIL MEETING TO ORDER Jeff Baker
a. Welcome and Roll Call – Mayor Bob Abercrombie Brent Bastian
welcomed all in attendance and called roll. Those in attendance Leah Bastian
were Council Members Al Kettle, Nile Mathisen, Ben Allred,
Shaun Murray Secretaries Kaelyn Meyers, and Anissa McDonald.

c. Pledge of Allegiance – Recited by all in attendance.
d. Conflicts of Interests -- All Council Members who have a conflict with any item
on the agenda please state concern.
o No conflicts were stated.
2) CHRISTMAS LIGHT SHOW – Deb Richards
Deb was not in attendance. Council Members discussed the light show and decided
to approve the light show at Serenity Park with no guarantee of additional monetary
donations from the city.
Motion made by Council Member Ben Allred to approve the Christmas light
show at Serenity Park with no guarantee of funds, 2nd by Council Member Nile
Mathisen. All in favor.

3) UINTAH BASIN REGIONAL PRE-DISASTER MITIGATION PLAN
APPROVAL –
Heidi Lundberg was in attendance asking for approval for mitigation plan stating
that it needs to be updated every 5 years.
Motion made by Council Member Ben Allred to approve resolution 202511-01 to
approve pre-disaster mitigation plan, 2nd by Council Member Al Kettle. All in
favor.

4) WILDLAND URBAN INTERFACE 3 OPTION DISCUSSION – HB48
Corey Auger gave update on the wildland urban interface which requires all
municipalities to adopt Utah’s current wildland interface code. The code will help to
identify wildlife interface zones within the community. We will need to adopt the old
FFSL code and create a map that Corey Auger will help us with.
5) 1000 S. ROADWAY PROJECT MOU’s –
Mayor Bob Abercrombie said that the draft MOU is ready to be reviewed by
Roosevelt City and Duchesne County SSD 2. There were some comments regarding
some grammatical errors and it was mentioned that Clark will have a chance to
address any changes that might need done in the final copy.
6) EMPLOYEE CHRISTMAS BONUS –
Council Members held brief discussion and decided to match the Water Boards
decision to give $250.00 equaling $500.00 to each employee for their Christmas
bonus.
7) ENGINEERING UPDATE –
Jeff Baker said they are waiting on street signs.
8) UINTAH COUNTY SHERIFF / COMMISSION REPORTS –
Deputy Pratt gave update from Uintah County Sheriff’s Office.
9) BOARD MEETING UPDATES –
Council Member Shaun Murray gave update from Water Board Meeting.
10) OFFICE / PROJECTS REPORT –
New copier/printer was set up this week.
11) REVIEW AND CORRECT MINUTES --
a. Council Meeting November 4, 2025
Motion made by Council Member Shaun Murray to approve the minutes of
November 4, 2025 as written, 2nd by Council Member Nile Mathisen. All in favor.

Checks and finances were gone over and approved.
Motion made by Council Member Ben Mower to approve finances, 2nd by Council
Member Nile Mathisen. All in favor.

16) ADJOURN COUNCIL MEETING
Motion made by Council Member Al Kettle to adjourn Council Meeting at 8
p.m., 2nd by Council Member Shaun Murray. All in favor.
