BOARD OF ALDERMEN Meeting Minutes FEBRUARY 26, 2024 7:00 PM 1 GOVERNMENT CTR. BALLWIN, MO 63011 THE MINUTES ARE PREPARED IN SUMMARY TO REFLECT THE OVERALL DISCUSSIONS, NOT VERBATIM QUOTES. The meeting was called to order by Mayor Pogue at 7:00 p.m. ROLL CALL Present Absent Mayor Tim Pogue Alderman Mike Utt Alderman Michael Finley Alderman Kevin M. MINUTES The minutes from the February 12, 2024 Board of Aldermen meeting were submitted for approval. A motion to approve as submitted was made by Alderman Michael Finley and seconded by Alderman Ross Bullington. CITIZEN COMMENTS________________________________________________________ None. City of Ballwin- Board of Aldermen Meeting Minutes February 26, 2024 1 BOARD OF ALDERMEN Meeting Minutes FEBRUARY 26, 2024 7:00 PM 1 GOVERNMENT CTR. BALLWIN, MO 63011 LEGISLATION_______________________________________________________________ Bill 4187 - AN ORDINANCE AMENDING SECTION 2-34 OF THE CODE OF ORDINANCES OF THE CITY OF BALLWIN WITH RESPECT TO PERSONNEL SALARY RANGES. A motion was made by Alderman Mark Stallmann and seconded by Alderman Ross Bullington for a first reading of Bill 4187, title only. A voice vote was taken with unanimous affirmative result and the motion passed. Discussion: Alderman Michael Finley asked City Administrator Eric Sterman to elaborate on what this ordinance would mean to the City. City Administrator Sterman noted the City currently has a policy in place for adjusting salary ranges. This ordinance would add in a provision that would adjust salaries for those under the proposed policy range to be increased above the minimum, based on their time with the city. Alderman Kevin Roach questioned if the City was implementing this policy this fiscal year. City Administrator Sterman confirmed this, with City Finance Officer Denise Keller adding it would cost an additional $12,700 this April when salaries are adjusted. A motion was made by Alderman Ross Bullington and seconded by Alderman Mike Utt for a second reading of Bill 4187, title only. A voice vote was taken with unanimous affirmative result and the motion passed. A roll call vote was taken for passage and approval of Bill 4187 with the following results: Aye: Aldermen Utt, Finley, Roach, Stallmann, Weaver, Bullington, Siegel Nay: Absent: Frank Fleming Bill No. 4187 was approved and became Ordinance No. 24-03. CONSENT ITEMS____________________________________________________________ Administration – 2024 Merit Increases Staff recommends that the Board approve an annual salary increase of 3% for all full time staff effective April 1, 2024. Alderman Mark Stallmann made a motion to accept staff’s recommendation. Alderman Mike Utt seconded that motion. A voice vote was taken with unanimous affirmative result and staff’s recommendation was accepted. City of Ballwin- Board of Aldermen Meeting Minutes February 26, 2024 2 BOARD OF ALDERMEN Meeting Minutes FEBRUARY 26, 2024 7:00 PM 1 GOVERNMENT CTR. BALLWIN, MO 63011 Administration – Dunkin’ Donuts SUE Continuation Staff recommends approving an extension to Dunkin’ Donuts SUE to allow them to construct a Dunkin Donuts at 14924 Manchester Road. The original SUE was approved on February 27, 2023. This would give them an additional 180 days to proceed with the permitted use or construction/development. Discussion: Alderman Mark Stallmann questioned what was happening with Dunkin’ Donuts. City Administrator Sterman noted Dunkin’ Donuts has submitted building plans, but under the requirements of the SUE, they would need to be operating or under construction by February 27, 2024. This would give them an additional 180 days to proceed. Alderman Mark Stallmann made a motion to accept staff’s recommendation. Alderman Mike Utt seconded that motion. A voice vote was taken with unanimous affirmative result and staff’s recommendation was accepted. MAYOR’S REPORT__________________________________________________________ None. CITY ADMINISTRATOR’S REPORT__________________________________________________ None. CITY ATTORNEY’S REPORT_________________________________________________ None. STAFF REPORTS____________________________________________________________ Admin – Fence at 624 Kehrs Mill Road The homeowner wants to install a fence at the corner of 624 Kehrs Mill and Lucerne Drive. The proposed fence would exceed the existing fence’s footprint and would be within 15 feet of the right of way of intersecting roads, so Board approval would be needed to proceed. Building Inspector Seth Pecoraro noted the fence would exceed the setback. He explained the fire department has requested a door to be able to access. Homeowner Donna Ray presented her proposed fence to the Board, noting it will be an aluminum four foot open fence with a gate. She also noted the Ballwin Historical Commission has approved of the fence and has written a letter supporting the installation since the house was built in 1913. BALLWIN, MO 63011 Alderman Mark Stallmann made a motion to accept the proposed fence as long as it abides by City ordinance. Alderman Ross Bullington seconded that motion. A voice vote was taken with unanimous affirmative result and the construction of the fence was approved. ALDERMANIC COMMENTS__________________________________________________ Alderman Mark Stallmann thanked the Public Works Department for a great job on the recent snowstorm. He also thanked swim instructor and lifeguard Isabella Duran for her kindness and patience working with a young blind girl in the pool. ADJOURNMENT_____________________________________________________________ A motion was made by Alderman Michael Finley and seconded by Alderman Mike Utt to adjourn.
