MINUTES The minutes from the April 24, 2023 Board of Aldermen meeting were submitted for approval. A motion to approve as submitted was made by Alderman Mark Stallmann and seconded by Alderman Ross Bullington. The minutes from the April 24, 2023 Board of Aldermen Closed Session meeting were submitted for approval. A motion to approve as submitted was made by Alderman Michael Finley and seconded by Alderman Ross Bullington. City of Ballwin- Board of Aldermen Meeting Minutes MAY 22, 2023 1  BOARD OF ALDERMEN Meeting Minutes MAY 22, 2023 7:00 PM 1 GOVERNMENT CTR. BALLWIN, MO 63011 CITIZEN COMMENTS________________________________________________________ Natasha Detwiler, 332 Country Club Drive, spoke to the Board about more representation for women and minority groups in Ballwin. She wants to make sure that boards & commissions reflect the diversity of Ballwin. LEGISLATION_______________________________________________________________ Bill 4169- AN ORDINANCE IN THE CITY OF BALLWIN, MISSOURI, READOPTING CHAPTER 2, ARTICLE II, DIVISION 2 OF THE CODE OF ORDINANCES WHICH ESTABLISHED A PROCEDURE TO DISCLOSE POTENTIAL CONFLICTS OF INTEREST AND SUBSTANTIAL INTEREST FOR CERTAIN MUNICIPAL OFFICIALS. A motion was made by Alderman Mark Stallmann and seconded by Alderman Ross Bullington for a first reading of Bill 4169, title only. The motion passed unanimously and bill 4169 was read for the first time. Discussion: City Administrator Eric Sterman noted this legislation is a restatement of the existing ordinance suggested by the Missouri Ethics Commission. It needs to be re-adopted every two years by the Board of Aldermen. A motion was made by Alderman Kevin Roach and seconded by Alderman David Siegel for a second reading of Bill 4169, title only. The motion passed unanimously and the bill was read for the second time. A roll call vote was taken for passage and approval of Bill 4169 and was passed unanimously. Bill No. 4169 was approved and became Ordinance No. 23-13. CONSENT ITEMS____________________________________________________________ Police Department - Record Destruction Staff requests the Board’s approval to destroy these records which have been kept per the Missouri Secretary of State - State Archives - Local Records Retention Schedule (August 2021) Alderman Mark Stallmann made a motion to approve, seconded by Alderman Ross Bullington. The motion was approved unanimously and the consent item was approved. MAYOR’S REPORT__________________________________________________________ Board President Frank Fleming noted that committee assignments will be given at the June meeting by Mayor Pogue. BALLWIN, MO 63011 CITY ADMINISTRATOR’S REPORT___________________________________________________ City Administrator Eric Sterman brought up the Parks & Recreation Citizen Advisory Committee legislation, and asked Board members if they wanted to make any changes to it. Alderman Mark Stallmann noted he wanted City staff to be able to call a meeting of the Committee if needed. Alderman Mark Stallmann made a motion to have City Attorney Bob Jones make changes to the legislation. The motion was seconded by Alderman Ross Bullington and approved unanimously. Alderman Kevin Roach noted he wanted to make sure the nomination process for the Committee included input from the 2 aldermen in each ward. City Administrator Sterman noted the City has reached substantial completion on the new Police Station, but the department may be a week or two late in moving in due to items on the punch list that still have to be completed. He also noted there will be a Dedication/Open House July 8th at the new Police Station. City Administrator Sterman also noted that work is moving forward on Holloway Park, with the playground removed, the new playground set to be installed, the pickleball courts redone, and the restroom nearing completion. City Administrator Sterman also noted we’re still working with insurance for claims for storm damage. City Administrator Sterman also told the Board the City was not approved for a grant for Claymont Road resurfacing. City Administrator Sterman also made mention of the Parks & Recreation Board of Aldermen Committee meeting that will take place on June 12th at 6 p.m. before the Board meeting. A discussion was also had on a potential lighting ordinance, with the Board directing staff to look into the issue. CITY ATTORNEY’S REPORT_________________________________________________ None. STAFF REPORTS____________________________________________________________ None. ALDERMANIC COMMENTS__________________________________________________ Alderman Michael Finley addressed the question of diversity before the board, noting the Board is conducive to anyone who wants to serve, it’s up to the public to vote them in. Alderman Mark Stallmann made the public aware of the Memorial Day Ceremony at 11:15 a.m. at Vlasis Park. Aldermen Kevin Roach commended the Ballwin Police Department of their handling of the shooting that occurred in Ward 2. Alderman David Siegel questioned the overcrowding at the pool last year, and asked if there was anything we were doing different this year. Parks & Recreation Director Chris Conway noted the fee increase for Non-Residents and birthday parties and an increase in foot patrols by the Ballwin Police Department.
