VILLAGE OF BARNEVELD BOARD MEETING
Monday, August 1st, 2022

DRAFT SUBJECT TO APPROVAL
1. The meeting was called to order at 7:00 p.m. by President John Forbes. State of Public Notice was
given and agendas were available.
2. Roll Call: Scott Leahy, Rhonda Hazen, Don Hugill, Chris Valcheff, Mike Peterson, Brandon Watson
and John Forbes.
3. Pledge of Allegiance
4. Announcement – anticipated closed session later in the meeting.
5. Motion by B Watson/C Valcheff to approve the Minutes from the July 7th, 2022 Meeting. Motion
carried.
6. Informal Public Comment – None
7. Marlea Knox from the Barneveld Fair Day Committee appeared before the Village Board to discuss
possible activities for the Community Fair Day on September 24, 2022
8. President’s Report
9. MSA -
Motion by M Peterson/R Hazen to have the Village Attorney send a letter to Kenneth F.
Sullivan that the Village of Barneveld has determined that sufficient cause exists for the Village
to inact Section 15.05 of the contract for the Wastewater Treatment Facility Screening Upgrade
Project. The Village of Barneveld is exercising its right to terminate the contract and notify the
contractor’s bonding company of the default. Motion carried.
Update on water/sewer/street projects. Rule looking to start on 15th of August hopefully.
10. Public Works Report.
Two signs ordered from Rick Mueller for bulk water use at Municipal Building and put on
Agenda at next Fire District Meeting for discussion about moving cameras and Fire Dept use.
Motion by M Peterson/B Watson to table until September the 2022-2023 Contract Agreement
for Insight FS for Propane at the Wastewater Treatment Plant. Motion carried.
11. Update on Status of TAP Grant for trail to Birch Lake. The Village has been awarded an $811,488.00
Transportation Alternatives Program Award for the design and construction of the CTH T multi-use
path/trail from the Military Ridge Bike trail to the Birch Lake Park. It is an 80%/20% program with the
Village paying $202,872 towards the project. Total estimate of project being $1,014.360.00. Craig
Hardy will be on September Agenda and MSA regarding Stewardship Funding. There is a chance we
could get more funding.
12. Police Chief Report. Call response for June: Citations/Warnings-7 and Service-24. Police squad
should be done within two weeks.
13. Motion by S Leahy/C Valcheff to approve Operator’s License for Rebecca Winkel and Marlene Fortes
for Kwik Trip. Motion carried.
14. Committee-Commission Reports - None.
15. Motion by B Watson/R Hazen to pay the bills as presented. Motion carried
16. Motion by S Leahy/D Hugill to approve matching 6.8% with ETF Deferred Compensation (Retirement
Program) Motion carried.
19. Future items and business. Amy Hugill updated the Village Board on new hires at the Barneveld
School. Possible Ordinance change at Birch Lake regarding hunting permits.
17. Motion by R Hazen/C Valcheff to go into Closed Session per Statute 19.85(1) (e) “Considering
employment, promotion, compensation or performance evaluation data of any public employee over
which the governmental body has jurisdiction or exercise responsibility.” at 8:04 p.m. Roll Call: S
Leahy, R Hazen, D Hugill, C Valcheff, M Peterson, B Watson and J Forbes. Motion by C Valcheff/B
Watson to come out of Closed Session at 8:45 p.m. No action taken.
18. Finance Committee meeting set for September 21, 2022 at 5:00 p.m.
20. Motion by B Watson/R Hazen to adjourn at 8:55 p.m. Motion carried.

jurisdiction or exercises responsibility.” Review pay scale and benefits. Reconvene from closed
session and consider any action taken from closed session.
18. Set Finance Committee to begin establishing the 2023 Budget (Between September 19-26)
