VILLAGE OF BARNEVELD BOARD MEETING
Tuesday, September 6th, 2022

DRAFT SUBJECT TO APPROVAL
1. The meeting was called to order at 7:00 p.m. by President John Forbes. State of Public Notice was
given and agendas were available.
2. Roll Call: Brandon Watson, Chris Valcheff, Don Hugill, Rhonda Hazen, Scott Leahy and John Forbes.
Absent: Mike Peterson
3. Pledge of Allegiance
4. Announcement – anticipated closed session later in meeting
5. Motion by B Watson/C Valcheff to approve the minutes of the August 1st, 2022 Village Board Meeting.
Motion carried
6. Informal Public Comment: Wanda Owens requested Slow – Children at Play signs on North Grove
Street and need to slow down vehicles on County Highway T.
7. President’s Report: Will look at new/updating ordinances (animal nuisances/noises) and working on
getting rail for stairs across from Library.
8. Motion by C Valcheff/S Leahy to approve Resolution 22-11Intergovernmental Agreement for
Reimbursement of Costs Between Iowa County Highway Department and the Village for a
Transportation Alternative Program (TAP) Grant Project for CTH T (Wood Street – Birch Lake Park)
Improvement Project. Motion carried.
9. Rob Uphoff from MSA Professional Services:
Reviewed items left on punch list for the WWTF Screening Upgrade Project
Motion by C Valcheff/R Hazen to accept the proposal for Bar Screen Installation in
the amount of $6,200 and Weir Gate Replacement in the amount of $41,800 with
MZ Construction. Motion carried.
Motion by B Watson/S Leahy to approve Pay Request #1 from Rule Construction in
the amount of $65,803.65 for the 2022 Wood, Jones and Garfield Reconstruction.
Motion carried.
Motion by R Hazen/D Hugill to accept the Memorial Park Federal Land and Water
Conservation Fund Grant in the amount of $636,190.25. Motion carried.
Motion by J Forbes/C Valcheff to form a steering committee for the Memorial Park
Project consisting of the Village Park Committee plus Rhonda Hazen and Don Hugill
from the Village Board and some Community Members will be added. Motion
carried.
Motion by R Hazen/S Leahy to approve the Agreement with MSA Professional
Services in the amount of $45,000 for the Memorial Park Schematic Design. Motion
carried.
10. Public Works Report
Motion by C Valcheff/B Watson to approve the DeWalt Air Compressor in the
amount of $2,999 and approve $600 for G.A. Clerkin to put in the wiring and conduit
for it. Motion carried.
Motion by C Valcheff/R Hazen to approve Option 2 of the 2022-2023 Contract
Agreement for Insight FS Propane at the Wastewater Treatment Plant. Motion
Carried.
11. Police Report. Citations/Warnings - 5 and Service - 27.
Motion by S Leahy/D Hugill to set Halloween hours for Monday, October 31st, 2022
from 5:00 to 7:00 pm. Motion carried.
12. Motion by S Leahy/B Watson to approve Operator’s Licenses for Nick Rindy, Thomas Strohfeldt,
Zachary Simonson and Susan Voight for Kwik Trip. Motion carried.
13. Motion by C Valcheff/R Hazen to approve Operator’s Licenses for Grace Gordon, Patricia Cloutier,
Beth Larson, Amanda Judd and Michael Spangler for Barneveld Golden Eagle Bar. Motion carried.
14. Motion by S Leahy/D Hugill to change the permitted premise description of the Liquor License for
Barneveld Golden Eagle Bar on Saturday, September 24th, 2022. Motion Carried
15. Motion by C Valcheff/S Leahy to change the permitted premise description of the Liquor License for
Ope Haus Pub & Grill in the alleyway only (option 1) if they have a gate it must be manned on
Saturday, September 24, 2022. Motion carried.
16. Motion by R Hazen/S Leahy to approve Resolution 22-10 Honoring Deputy Director Curt Witynski and
Communications Director Gail Sumi retiring from the League of Wisconsin Municipalities after 50 years
of combined service. Motion carried.
17. Joint meeting with the Town of Brigham and the B-B Fire Rescue District on Wednesday, September
14th, 2022 at 6:00 pm and Finance Committee Meeting on Wednesday, September 21st, 2022 at 5:00
pm
18. Discussion on EMS-Barneveld Rescue Squad request for paid positions
19. Motion by B Watson/D Hugill to approve the bills as presented. Motion carried.
20. Motion by C Valcheff/B Watson to pay $500 for the planting and upkeep of Village planters and flower
beds and to include in the Budget moving forward payable in September of each year. Motion carried.
21. Motion by B Watson/R Hazen to go into Closed Session at 8:54 p.m. per State Statute 19.85(1)(c)”
Considering employment, promotion, compensation or performance evaluation data of any public
employee over which the governmental body has jurisdiction or exercises responsibility.” Discuss
Village Employees raises for 2023. Roll Call: B Watson, C Valcheff, D Hugill, R Hazen, S Leahy and J
Forbes. Motion by B Watson/R Hazen to reconvene at 9:18 p.m. Motions carried. Motion by C
Valcheff/R Hazen to approve the 2023 wage increases for the municipal employees as follows: Mike
Weier promoted to full time Public Works Director pay to be $25.00 per hour, Jean Ann 4% increase
(.83), Eric 4% increase (.76), Michelle $29.00 per hour, Jeremy $63,000 per year, part-time Summer
Help $15.50 per hour and Part-time Police Officers $20.00 per hour. Motion carried.
22. Future Agenda items: Slow-Children at Play signs in the Village and update ordinances.
23. Motion by R Hazen/C Valcheff to adjourn at 9:29 p.m. Motion carried.
