VILLAGE OF BARNEVELD BOARD MEETING Wednesday April 10th, 2024 Barneveld-Brigham Municipal Building 403 E. County Hwy ID, Barneveld, WI 53507 DRAFT SUBJECT TO APPROVAL 1. The meeting was called to order at 7:00 p.m. by John Forbes. State of Public Notice was given and agendas were available. 2. Roll Call: Scott Leahy, Rhonda Hazen, Don Hugill, Chris Valcheff, Mike Peterson, Brandon Watson and John Forbes. 3. Pledge of Allegiance 4. Motion by B Watson/C Valcheff to approve the minutes of the March 4th, 2024 Village Board Meeting and the March 21st, 2024 Special Meeting. Motion carried. 5. No Informal Public Comment 6. President’s report 7. Motion by C Valcheff/M Peterson to approve the agreement with Kenneth F. Sullivan Co. for WWTF screening upgrade. Motion carried. 8. Motion by S Leahy/R Hazen to approve Resolution 24-01 Establishing the Amount Tax Incremental District #2 will contribute to Well #3 Project. Motion carried. 9. Motion by R Hazen/D Hugill to approve the Engagement Letter with Quarles & Brady for Proposed Issuance of Water System Revenue Bonds (Safe Drinking Water Loan). Motion carried. 10. Motion by M Peterson/C Valcheff to approve using TIF #2 Increment for Memorial Park and have Laura Callan, Stafford Rosenbaum and Jeff Thelen, MSA Professional Services work on amending TID #2 boundary and projects. Motion carried. 11. MSA Professional Services:  Motion by C Valcheff/S Leahy to approve the bid from Harmony Construction Management for $2,200,128.35 for the base bid and first three alternates with the ability to pull the alternates if funding is not secured. Motion carried.  Update on Well #3 12. Motion by M Peterson/D Hugill to change the amount needed for the new ambulance purchase from $9,400.00 to $12,300.00 to cover the overage. Motion carried. 13. Motion by J Forbes/M Peterson to approve the Highway Easement with Iowa County for CTH T. Motion carried. 14. Motion by D Hugill/S Leahy to approve the Maintenance Agreement with Iowa County for the Multi-Use Path. Motion carried. 15. Police Chief Report. Call response for March: Citations/Warnings-5 and Service-24. 16. Public Works Report 17. Motion by S Leahy/C Valcheff to appoint Jessi Sullivan to the Economic Development Committee. Motion carried. 18. Committee/Commission Reports. Memorial Park Open House at the Ope Haus Pub & Grill on Sunday, April 14th, 2024 form 4:00 pm to 7:00 pm. R Hazen left the meeting at 8:22 p.m. 19. Motion by B Watson/D Hugill to approve the bills as presented. Motion carried. 20. Motion by J Forbes/C Valcheff to close Birch Lake Park for the summer due to the County T road construction.
