VILLAGE OF BARNEVELD BOARD MEETING
Monday, May 6th, 2024

DRAFT SUBJECT TO APPROVAL
1. The meeting was called to order at 7:00 p.m. by President John Forbes. State of Public Notice was given
and agendas were available.
2. Roll Call: Scott Leahy, Rhonda Hazen, Don Hugill, Chris Valcheff, Mike Peterson, Brandon Watson and
John Forbes.
3. Pledge of Allegiance
4. Motion by B Watson/S Leahy to approve the minutes of the April 10th, 2024 Village Board Meeting. Motion
carried.
5. Informal Public Comment: None
6. President’s Report.
7. Motion by R Hazen/D Hugill to approve the quote in the amount of $15,000.00 from Fink’s Paving,
Excavating & Concrete for work at the Waste Water Treatment Plant. Motion by C Valcheff/B Watson to
approve the quote in the amount of $19,780.00 for work at the Waste Water Treatment Plant. All Motions
carried.
8. Motion by M Peterson/S Leahy to approve the revised Plat and Relocation Order for CTH T Trail. Motion
carried.
9. Motion by J Forbes/R Hazen to approve the Highway Easement with Iowa County for CTH T Trail. Motion
carried.
10. Motion by R Hazen/C Valcheff to approve the Land Use Agreement with the WDNR for the CTH T Trail.
Motion carried.
11. Motion by C Valcheff/M Peterson to approve the Purchase and Sale Agreement with DMH Development,
LLC with adding verbiage that the land will not be used for competitive purposes. Motion carried.
12. Police Chief Report. Call response for April: Citations/Warnings-4 and Service-26.
13. Public Works Report. Motion by M Peterson/C Valcheff to discontinue using the Shop Salt Storage Facility
for salt and use it for other storage. Motion by C Valcheff/S Leahy to approve the following quotes from
Rule Construction in the total amount of $38,950.00: Hydrant replacement at 105 S Grove St - $10,310.00,
Hydrant replacement at 109 Grimstad Dr - $9,950.00, Hydrant replacement at 202 W Main St and addition
of a 6” water valve - $12,330.00 and Inlet replacement at 106 S Grove St - $6,360.00. Motion by S Leahy/R
Hazen to approve the quote in the amount of $18,058.43 from Sabel Mechanical for two valve
replacements. Motion by D Hugill/M Peterson to have Finance Committee interview and hire a Part Time
Public Works employee for Summer help. Motion by M Peterson/R Hazen to table the consideration of
adding stop signs on Ruste Rd at the Valders Blvd intersection. All motions carried.
14. Motion by S Leahy/R Hazen to appoint Joe Pepper to the Barneveld-Brigham Fire District Board. Motion by
R Hazen/S Leahy to appoint Don Hugill as the Village Board Representative for Barneveld Area Rescue
Protection Services. Motion by C Valcheff/R Hazen to appoint Mike Peterson to the Finance Committee.
Motion by J Forbes/S Leahy to appoint Chris Valcheff to the Public Safety Committee. Motion by M
Peterson/C Valcheff to appoint Brandon Watson to the Public Safety Committee. Motion by S Leahy/D
Hugill to appoint Mike Peterson to the Public Works Committee. Motion by C Valcheff/J Forbes to appoint
Brandon Watson to the Public Works Committee. Motion by M Peterson/R Hazen to appoint Scott Phillips
to the Plan Commission. Motion by R Hazen/M Peterson to appoint Greg Clerkin to the Board of Appeals.
Motion by J Forbes/S Leahy to appoint Brian Walker to the Board of Appeals. Motion by S Leahy/R Hazen
to appoint Sateash Kittleson to the Board of Appeals. Motion by M Peterson/D Hugill to appoint Branson
Watson to the Economic Development Committee. Motion by J Forbes/R Hazen to appoint Chris Valcheff to
the Economic Development Committee. All motions carried.
15. Committee/Commission Reports.
16. Motion by B Watson/J Forbes to pay the bills as presented. Motion carried. Reviewed BARS estimated
2025 Budget.
