City Council Announcements and Proclamations. • General Aviation Appreciation Month-February 2018 • Recognition of four City of Bartlesville Police Officers, William Miles Lewis, Josh Newell, Steven Silver and Brandon Meyer, for life-saving service to citizens covering two separate incidents in December, 2017. 8. Consent Docket a. Approval of Minutes i. The Special Meeting Minutes of January 16, 2018. b. Approval and/or Ratification of Appointments and Reappointments to Authorities, Boards, Commissions and Committees i. Appointment of Ms. Betsy Martens to a two year term on the Bartlesville Library Board at the recommendation of Mayor Copeland. ii. Appointment of Mr. Dan Oglesbee and Mr. Matt Roark to three year terms on the Street and Traffic Committee at the recommendation of Mayor Copeland. c. Approval of Agreements and/or Contracts i. Approval of the First Amendment to Administrative Services Agreement between Connect Your Care, LLC and the City of Bartlesville eliminating a .50 per employee per month fee (PEPM) that had been inadvertently attached to original PEPM fees. ii. Approval of ThyssenKrupp Elevator Service Contract and the City of Bartlesville for the Central Fire State Elevator in the amount of $220 per month with $525 for a 3rd party witness to the annual safety test, and the contract includes an escalation clause, capped at 4% per year. iii. Approval of a Master Service Agreement with First Responder Support Services and the City of Bartlesville for counseling sessions at the rate of $90.00 per session.  iv. Approval of a FY2018 Community Literacy Grant Contract between the Oklahoma Department of Libraries and the Bartlesville Public Library Literacy Services to receive funds in the amount of $338.30. v. Approval of a revised professional service contract with Oklahoma University, and a professional services contract with Eurofins Eaton Analytical on a Compounds of Emerging Concern (CEC) Study for the Caney River and Hudson Lake. d. Approval of Benefit Unit to Water District i. Approval of request from Washington County Rural Water District #2 to add a benefit unit to the District to serve a one acre lot at 21661 N 4020 Road in Washington County. e. Approval of Disposition of Surplus Property i. Approval of disposition of surplus property for logging walnut trees on City property southwest of the intersection of Rice Creek Road and Silver Lake Boulevard. f. Receipt of Financials I Interim Financials for four months ending October 31, 2017 ii. Interim Financials for five months ending November 30, 2017 g. Receipt of Bid i. Bid No. 2017-2018-015 for Library Materials ii. Bid No. 2017-2018-016 for Two (2) New Production Model 1-ton 4x2 Cab & Chassis & One (1) New Production Model 1-ton 4x2 Cab & Chassis with Service Utility Bed for the Water Utilities Department. iii. Bid No. 2017-2018-017 for Two (2) New Commercial Front Deck Mowers for the Public Works Department. 10. Discuss and take action to award Bid No. 2017-2018-014 for Golf Course Chemicals. Public Hearing to assess and discuss the City’s performance in the administration of the grant received from the State of Oklahoma for FY 2016 CDBG Small Cities Set-Aside Program and take action to formally accept the project as completed.
