a. Approval of Minutes
i. The Regular Meeting Minutes of Monday, December 6, 2021.
ii. The Special Meeting Minutes of Tuesday, December 14, 2021.
b. Approval of Appointment, Reappointments and Ratifications to Authorities,
Boards, Commissions and Committees
i. Appointment of Mr. Richard Keim to a three-year term on the Ambulance
Commission at the recommendation of Mayor Copeland.
ii. Appointment of Mr. Ross Pattison for a three-year term on the Bartlesville Library
Trust Authority at the recommendation of Mayor Copeland.
c. Approval of Agreements, Contracts, Leases, Memorandums of Understanding,
and Proposals.
i. Proposal for roofing repair between Advantage Roofing and the City of
Bartlesville/Bartlesville Public Library in the amount of $27,860.00.
ii. Proposal for Developing a Spill Prevention Control and Countermeasures (SPCC)
Plan between Witt O’Briens and the City of Bartlesville/Bartlesville Municipal Airport
in the amount of $2,500.00.
iii. Contract and Terms and Conditions between the Bartlesville Area History
Museum/City of Bartlesville and the Oklahoma Department of Libraries for ARPA
grant funds in the amount of $4,555.00 for the purchase of equipment, software and
fees for traveling exhibits.
d. Approval of Resolutions
i. Directing filing and notification of the publication of the 2021 printed supplement to
the Bartlesville City Code.
ii. Amending the Budget of the City of Bartlesville, Oklahoma for Fiscal Year 2021-
2022 appropriating unbudgeted sales tax revenues to the Legal Department of the
General Fund.
iii. Amending the Budget of the City of Bartlesville, Oklahoma for Fiscal Year 2020-
2021 appropriating unbudgeted fund balance for Workers Comp judgements to the
Debt Service Fund.
e. Receipt of Financials
i. Interim Financials for the five months ending November 30, 2021.
f. Receipt of Bids
i. Request for Proposals for Strategic Planning Services.
8. Consideration and possible action to approve a Letter of Intent (LOI) between the
First Christian Church and the City of Bartlesville for a possible lease and donation of
the Church facility to the City of Bartlesville. Presented by Vice Mayor Jim Curd, Jr.
9. Discuss and take possible action on Change Order #1 from Magnum Construction,
Inc. for the Sooner Pool Expansion Contract. Presented by Micah Siemers, Director of
Engineering.
