Parks and Public Tree Advisory Board Meeting

MINUTES OF CITY OF BASTROP PARKS AND PUBLIC TREE ADVISORY BOARD June 6, 2019 The Bastrop Parks and Public Tree Advisory Board met in a Regular Meeting on Thursday, June 6, 2019, at 6: 00 p. m. at the Bastrop Chamber of Commerce Board Room, 927 Main Street, Bastrop, Texas. Members present were Chair Jimmy Crouch, Betty Rucker, Kelly Dawson, Dorothy Skarnulis, Barbara Wolanski, Jamie Creacy, and Margaret Robinson. Staff present were David Junek, Curtis Hancock, Heather Ambrose, and Thomas Martinez. Council Liaison Lyle Nelson and YMCA Director Terry Moore were not in attendance. CALL TO ORDER At 6: 00 p. m. Chair Jimmy Crouch called the meeting to order with a quorum being present. Council Liaison Lyle Nelson and YMCA Director Terry Moore were absent from the meeting. 2. PRESENTATIONS 2A. Emerald Ash Borer ( EAB) Presentation Parks Superintendent David Junek introduced Thomas Martinez, Parks Crew Arborist. Handouts were provided related to the Emerald Ash Borer and an inventory of Ash trees on City property. 3. STAFF AND BOARD BRIEFINGS 3A. Parks and Recreation Report Presentation was made by Parks Superintendent David Junek. Handouts were given for the monthly operational report. 3B. Bastrop State Park Report Presentation was made by Board Member Jamie Creacy. An item of note is that the State sports tax for parks will be on the ballot for Texas citizens to vote on in November 2019. 3C. Bastrop YMCA Report No presentation due to absence of YMCA Director Terry Moore. 3D. Youth Parks Activity Committee ( YPAC) Report None. 3E. Bird City Coalition Presentation was made by Board Member Dorothy Skarnulis. 4. CITIZEN COMMENTS None. 5. APPROVAL OF THE MINUTES 5A. Consider action to approve Parks and Public Tree Advisory Board minutes from the May 2, 2019 regular meeting. June 6, 2019 Bastrop Parks Board and Public Tree Advisory Board Minutes  Barbara Wolanski made motion to approve. Seconded by Kelly Dawson and approved by a 7- 0 vote. 6. ITEMS FOR INDIVIDUAL CONSIDERATION 6A. Discussion and consider action related to the appointing a Bastrop Parks and Public Tree Advisory Board youth member. City Staff Heather Ambrose presented the Parks Board Committee the three applications that were received to fill the Youth Position opening. The Board discussed the attributes of each applicant and selected Colorado River Collegiate Academy student Savay Jimenez Colemal to become the Youth Member. Motion was made and approved by a 7- 0 vote. 6B. Discussion and consider action to cancel or reschedule the July 4, 2019 meeting. Motion was made by Barbara Wolanski to change the meeting date to July 11, 2019 pending finding a location to meet. Motion was seconded by Jamie Creacy and approved by a 7- 0 vote. 6C. Discussion and consider action on the feasibility of partnering with Keep Bastrop County Beautiful ( KBCB) on a litter program. Presentation was made by Parks Board Chair Jimmy Crouch related to trash around the city and the county and discussion was held to see if it is feasible to partner with Keep Bastrop County Beautiful to help clean up. It was requested that this item appear on the next agenda if information is found related to past city clean- up efforts. No action was taken at this meeting. 7.
