MEMBERS PRESENT: Commissioners Jennifer Cappell, Judith Mudge and Gordy Vogt MEMBERS ABSENT: STAFF PRESENT: Vicki Houser, Jeannell Justin, Martin Erskine, Howard Holt CALL TO ORDER: President Cappell called the meeting to order at 4:02 PM and recognized that a quorum was present. APPROVAL OF MINUTES 1. A motion was made by Comm. Vogt, supported by Comm. Mudge to approve the Civil Service Commission May 7, 2012 meeting minutes. All yes, none opposed. Motion approved. 2. A motion was made by Comm. Mudge, supported by Comm. Vogt to approve the Civil Service Commission June 13, 2012 meeting minutes. All yes, none opposed. Motion approved. PETITIONS AND COMMUNICATIONS City Clerk Houser noted agenda item #3 was to be removed from the agenda, under the direction of the Employee Relations Department due to pending litigation regarding the Training Officer position. REPORTS There were none. UNFINISHED BUSINESS There was none. NEW BUSINESS 1. Certify the “2012 Entry-level Firefighter Eligibility List” President Cappell stated the first order of business was to certify the “2012 Entry-Level Firefighter Eligibility List.” President Cappell opened the floor for public comment. 1 Seeing no public comment, a motion was made by Comm. Vogt, supported by Comm. Mudge, to certify the “2012 Entry-Level Firefighter Eligibility List.” All yes, none opposed. Motion approved. 2. Certify the first five candidates on the “2012 Entry-level Firefighter Eligibility List” President Cappell stated the next order of business was to certify the first five candidates on the “2012 Entry-level Firefighter Eligibility List”. (Adam Upston, Ryan Johnson, Derek Maddox, Justin Coffey, and Sean Kletzka) President Cappell opened the floor for public comment. Seeing no public comment, a motion was made by Comm. Mudge, supported by Comm. Vogt, to certify the first five candidates on the “2012 Entry-level Firefighter Eligibility List.” All yes, none opposed. Motion approved. PUBLIC COMMENTS President Cappell opened the floor for public comments. Lt. Jeannell Justin requested a copy of the communication from the Employee Relations Department regarding the removal of agenda item number 3. Ms. Houser stated the communication was verbal, not written. Ms. Justin also asked if the EEOC had released any findings on this case. Ms. Houser stated she was unsure as to the status of the EEOC findings, but would inquire with the Employee Relations Department. COMMISSION COMMENTS Comm. Vogt stated he had been informed Fire Inspector Ralph Britten intended to retire before the end of the year and recommended the Civil Service Commission start the testing process for the Fire Inspector position. Battalion Chief Martin Erskine noted Kim Yarger has been sent a letter of understanding to return to the position that was eliminated during prior budget reductions. Ms. Justin stated Ms. Yarger has a first right of refusal for the position. ADJOURNMENT President Cappell adjourned the meeting at 4:06 PM. 2
