DANGEROUS BUILDINGS HEARING MINUTES February 12, 2014 1:00 P.M. CITY HALL 10 N. DIVISION STREET COMMISSION CHAMBERS 3RD FLOOR – ROOM 301 BATTLE CREEK MI 49014 1. Call to Order: 1:05pm 2. Roll Call: Carman Hamilton 3. Staff Members Present: Dennis McKinley, Code Compliance Administrator, Lisa Silkworth, Secretary, Don Wilkinson, Building Inspector 4. Additions/Deletions to the Agenda: none 5. Approval of Minutes: January 8, 2014 minutes and the special meeting from January 21, 2014 approved by Carman Hamilton 6. New Business: a. 2309 W Columbia Ave (Barn) Issue#EN13-06408 Code Compliance Administrator: Dennis McKinley Property Owner, Mr. Myer, present. Dennis McKinley, Code Compliance Administrator, deferred to the building inspector. Don Wilkinson, building inspector, reported the barn structure was in disrepair and partially collapsed. Mr. Wilkinson has spoken with Mr. Myer and understands the owner plans to tear down the structure. Mr. McKinley recommended affirming it as a dangerous building and moving it through the process. Mr. Myer stated the building was used for storage. Mr. Myer has been cleaning up the wood to prevent damage to his house. Mr. Myer stated he has removed seven to eight trees. Mr. Hamilton affirmed it as a dangerous building and granted thirty days to bring it into compliance. Dangerous Buildings Hearing February 12, 2014 Page 2 of 3 b. 695 W Michigan Ave (Commercial) Issue#EN13-06563 Code Compliance Administrator: Dennis McKinley Property Owner, Mohamed Husain, present. Dennis McKinley, Code Compliance Administrator, deferred to the Building Inspector, Don Wilkinson, reported the property was unsecured, lacks maintenance, and the building was in disrepair. Mr. McKinley recommended affirming it as a dangerous building and letting it continue through the process. Mr. Husain noted he is waiting for blue prints from Wharry Engineering. Mr. Husain plans to renovate the building at a cost of approximately $40,000. It was also noted the property has been empty for about twenty years. Mr. Husain stated the roof is failing in as well. Mr. Hamilton affirmed it as a dangerous building and granted thirty days to bring it into compliance. c. 18 Plymouth (House) Issue#EN13-06628 Code Compliance Administrator: Dennis McKinley Property Owner, not present. Dennis McKinley, Code Compliance Administrator, deferred to the building inspector. Don Wilkinson, building inspector, reported the structure was severely damaged by fire and is for sale. Mr. McKinley recommended that it be affirmed as a dangerous building and move it through the process. Mr. Hamilton affirmed it as a dangerous building and granted thirty days to bring it into compliance. d. 12722 Sonoma Rd (House) Issue#EN13-06594 Code Compliance Administrator: Dennis McKinley Property Owner, not present. Dennis McKinley, Code Compliance Administrator, deferred to the building inspector. Don Wilkinson, building inspector, reported the house was found through a police call to the property where the owner was found to be a hoarder and the house in disrepair. The plumbing was rusted and it was believed that the owner was melting snow for water. Mr. Wilkinson noted the house was covered in soot and lacked property maintenance. Mr. Hamilton affirmed it as a dangerous building and granted thirty days to bring it into compliance. e. 27 Warren (Commercial) Issue#EN13-06551 Code Compliance Administrator: Dennis McKinley Property Owner, Ramon Rangel, present. Dennis McKinley, Code Compliance Administrator, deferred to the building inspector. Don Wilkinson, building inspector, reported the house was severely damaged by fire and has a partial collapse in the rear of the building. Mr. McKinley recommended that it be affirmed as a dangerous building and move it through the process. Mr. Rangel intends to rehabilitate the building and bring it up to code. Mr. Rangel is unsure about the time frame it will take to make the repairs. Mr. Hamilton affirmed it as a dangerous building and granted thirty days to bring it into compliance. 7.
