DANGEROUS BUILDINGS HEARING MINUTES September 13, 2017 1:00 P.M. CITY HALL 10 N. DIVISION STREET COMMISSION CHAMBERS 3RD FLOOR – ROOM 301 BATTLE CREEK MI 49014 1. Call to Order: 1:00pm 2. Roll Call: Carman Hamilton 3. Staff Members Present: Dennis McKinley, Community Asset Administrator; Don Wilkinson, Building Inspector; Lisa Silkworth, Secretary 4. Additions/Deletions to the Agenda: none 5. Approval of Minutes: Carman Hamilton approved the minutes from the August 9, 2017 meeting 6. New Business: a. 125 Hubbard (Garage Only) Issue#EN17-07025 Building Inspector: Don Wilkinson Property Owner, not present. Don Wilkinson, Building Inspector, stated the building is in severe disrepair and the side walls appear to coming apart. Mr. Wilkinson recommended affirming the property as a Dangerous Building. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed. b. 105 Maryland Dr (House) Issue#EN17-07024 Building Inspector: Don Wilkinson Property Owner, not present. Don Wilkinson, Building Inspector, stated the house was heavily damaged by fire. Mr. Wilkinson recommended affirming the property as a Dangerous Building. Mr. Hamilton affirmed the property as a Dangerous Building and Dangerous Buildings Hearing September 13, 2017 Page 2 of 4 granted thirty days to bring it into compliance. Affirmed. c. 125 Post Ave (House) Issue#EN17-07137 Building Inspector: Don Wilkinson Property owner, not present. Don Wilkinson, Building Inspector, stated the house has been vacant and a safety inspection was done. No permits have been pulled at this time. Mr. Wilkinson recommended affirming the property as a Dangerous Building. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed. d. 201 Post Ave (House) Issue#EN17-07016 Building Inspector: Don Wilkinson Property owner, not present. Don Wilkinson, Building Inspector, stated the house was severely damaged when a car ran into it and knocked it off the foundation. Mr. Wilkinson recommended affirming the property as a Dangerous Building. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed. e. 131 Spring (House) Issue#EN17-07019 Building Inspector: Don Wilkinson Property owner, Barbara Hutchinson, Property Manager for Robert Rick, present. Don Wilkinson, Building Inspector, stated the property has been vacant over 180 days, lacks maintenance, and lacks utilities. Mr. Wilkinson stated no final inspections have been completed. Ms. Hutchinson stated she is trying to make the corrections since Mr. Rick is incarcerated. Ms. Hutchinson stated she hoped to make all corrections within three months. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed. f. 59 E Territorial (House) Issue#EN17-07020 Building Inspector: Don Wilkinson Property owner, John Moore, present. Don Wilkinson, Building Inspector, stated the property has been vacant over 180 days, lacks maintenance, and lacks utilities. Mr. Wilkinson recommended affirming the property as a Dangerous Building. Mr. Moore stated he bought the property from Thomas Funke and did not know about the violations. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed. g. 50/52 Willow (House) Issue#EN17-07017 Building Inspector: Don Wilkinson Property Owner, not present. Don Wilkinson, Building Inspector, stated the house was heavily damaged by fire. Mr. Wilkinson recommended affirming the property as a Dangerous Building. Mr. Hamilton affirmed the property as a Dangerous Building and granted thirty days to bring it into compliance. Affirmed. 7.
