Election Commission Meeting

Present: Eileen Wicklund, Steve Hudson and Vicki Houser
Absent: none
Call to Order: The meeting was called to order at 3:00 P.M.
Approval of Minutes:
City Clerk Houser noted the first order of business was the approval of the March 1, 2013
meeting minutes. A motion was made by Steve Hudson, supported by Eileen Wicklund, to
approve the March 1, 2013 Election Commission meeting minutes as presented. All yes, none
opposed. Motion carried.
Review of the May 7, 2013 Special School Election Ballots:
Ms. Houser presented the ballots for the May 7, 2013 Election for the Battle Creek Public School
millage proposal and the Pennfield School millage proposal. Mr. Hudson and Ms. Wicklund
reviewed the ballots.
Consideration of Consolidating Precincts for the May 7, 2013 Election:
Clerk Houser discussed the expected turnout for the May 7, 2013 Special School Election to
consider millage proposals for Battle Creek Public Schools and Pennfield Schools. Ms. Houser
noted that due to the expected low turnout, it would be most cost effective to consolidate several
of the precincts that were located in the same polling locations, and to move a few voters from
precincts that contained a small number of Battle Creek School District resident voters. Ms.
Houser recommended the consolidation of Precincts 1 & 14 at First Pentecostal Church,
Precincts 4 & 10 at Lamora School, Precincts 15, 16 & 17 at Emmett Street Missionary Church
and Precincts 5, 7, 9, 13, 20, & 23 at Coburn School.
A motion was made by Eileen Wicklund, supported by Steve Hudson, for the purposes of the
May 7, 2013 Special School Election to consolidate Precincts 1 & 4, Precincts 4 & 10, Precincts
5, 7, 9, 13, 20 & 23, and Precincts 15, 16 & 17. All yes, none opposed. Motion approved.
Appointment of Election Inspectors for the May 7, 2013 Special School Election
Ms. Houser referenced the last school election in May 2011, noting 604 votes were cast, noting
that election was for School Board members. Ms. Houser stated the current millage proposal
was on the November 2012 ballot, noting that the last time a millage proposal was in a school
only election was in May 2007. Ms. Houser stated over 1,900 votes were cast at that time. Ms.
Houser stated that due to the uncertainty for the turnout of this election, she would be using a
little more than the minimum required inspectors, recommending 35 inspectors.

A motion was made by Mr. Hudson, supported by Ms. Wicklund, to authorize the City Clerk to
appoint 35 Election Inspectors for the May 7, 2013 Special School Election. All yes, none
opposed. Motion approved.
