City of Battle Creek Election Commission Meeting 10 N. Division Street – Room 112 Battle Creek, MI August 31, 2015 10:00 AM Present: Steve Hudson, City Assessor; Jill Steele, City Attorney; and Vicki Houser, City Clerk Absent: None Call to Order: The meeting was called to order at 10:00 A.M. Approval of Minutes: City Clerk Houser noted the first order of business was the approval of the August 13, 2015 meeting minutes. A motion was made by Steve Hudson, supported by Jill Steele, to approve the August 13, 2015 Election Commission meeting minutes. All yes, none opposed. Motion carried. Review and Approval of the November 3, 2015 ballot Clerk Houser provided the proof ballots, via email, to the Election Commission members. Clerk Houser noted the ballots initially listed the candidates as “Council Member” instead of “City Commissioner,” noting this has now been corrected. Assessor Hudson asked why ballots containing the same candidates, such as combined precincts 4 & 10 and 22 & 23, could not have a single ballot printed for each precinct. Clerk Houser noted a separate ballot was only necessary when the combined precincts had different candidates, as was the case for precincts 2 and 3 and precincts 7 and 13. Clerk Houser also noted combining precincts, resulting in combined ballots, provided significant cost savings and efficiency. Clerk Houser asked the Commission members if there were any corrections needed on the ballots. Hearing no corrections, a motion was made by Jill Steele, supported by Steve Hudson, to approve the ballot proofs for the November 3, 2015 City Election. All yes, none opposed. Motion approved. Public Comments: There were no public comments. Commission Comments: Clerk Houser informed the Commission that the ballots would be ordered immediately following the meeting, noting also the printer agreed to provide the ballots to the City of Battle Creek as quickly as possible so that the ballot testing could be completed prior to the date MOVE ballots were to be delivered to voters.
