POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday, Oct 4, 2012 CAA Board Room 175 Main St. 7:00 p.m. The Chair called the meeting to order at 7:00 p.m. in the CAA Board Room. ATTENDANCE: Members Present: Linda Carmona, Cynthia Fritz, Katie Hubbard, Yvonne Powell, and James Moreno. Members Excused: Deborah Perkins, Pat Shellenberger, and Eliose Fogg. Guests and Visitors: Commissioners Elizabeth Fulton and Lynn Ward Gray. Liz Bonner-CA Volunteer Rep., Laura Adams-NPC#4, Steve Bundle-BC Neighborhood Services, Jamie Labatt BCPD, and Michael Mckenzie BCPD. ADDITIONS AND DELETIONS TO THE AGENDA: No additions or deletions. APPROVAL OF MINUTES: No Quorum – Sep and Oct minutes will be approved at next meeting. CORRESPONDENCE AND ANNOUNCEMENTS: • NIBC brochure on NPCs was distributed. Yvonne was thanked for bringing the information to the meeting. COMMITTEE AND STAFF REPORTS: Police: Officer reported that in past 2 weeks no new trends of issue. The following was reported: Drivers are going the wrong way in the one-way zone by Franklin School when dropping off students in the morning (8:00 am – 8:35 am) and after school is let out (3:10 pm – 3:40 pm) • Parking issues 118 and 120 Highway – it was reported that they park over the side walk; it is usually a tan Ford pickup or a red Ford Explorer. • 21 East Kingman was reported for Front yard parking and also parking over the sidewalk; vehicles vary from a white Cadillac to a Chrysler Neon. Code: Representative was in attendance, but had no stats to hand out. We were updated on the following issues: • 118 Highway – abandoned property being used by neighbors – lots of code issues – this will be demolished in 60 days or when funding is received. Neighbors will be given opportunity to purchase vacant lot. • 120 Highway – numerous complaints – excessive junk/garbage in front/side/back yards–deplorable condition in backyard housing a dog – a picture of the front yard was submitted that showed it was in compliance. • 685 E. Michigan – was reported it was up to code. Planning: None Beautiful Battle Creek Award: CA Central Campus was discussed for a BBC Award, everyone in attendance concurred and we will vote on it at next months meeting. Membership: A membership issue will be addressed at our next meeting. COMMISSIONER COMMENTS: The Ethics Policy Review Committee will be meeting Oct 12. This review is moving right along. There was discussion about how the City presents the Beautiful Battle Creek Awards – when the Mayor presents the award she announces the Ward Commissioner in which the resident is represented by and not the Planning Council that nominated. It was suggested that she announce both as it looks like just the Commissioner submitted the award, when in fact the NPC has done all the leg work. This could be a win/win for both the City and the NCPs as all NPCs struggle with falling memberships. Battle Creek Public Schools: No representation. Reminder sent for next month. OLD BUSINESS: As there was no quorum, the chair has asked everyone to bring their assigned dashboard sheets to the next meeting. NEW BUSINESS: CA Volunteer Rep. Liz Bonner spoke about the volunteer opportunities at CA. There is a need for a variety of programs. They are in need of Box Fillers, Kitchen Aides and working in the Warehouse (packers) to name a few. Also, she informed the council that qualifying individuals can trade volunteer hours for dental work through the Community HealthCare Connection program. Mike McKenzie of BCPD, presented an overview of Ready for the Next One Initiative, a disaster preparation for the resident and their community. All must take CERT training. A nomination committee for election of officers for 2013 will be comprised of Cindy F. and Linda C. MEMBER COMMENTS: Battle Creek Central students will be holding a Silent Walk on Friday morning (Oct 5) to show support in stopping the violence. Public COMMENTS: None.
