Minutes Minges Brook/Riverside Neighborhood Planning Council (NPC) #11 Minges Brook Elementary School Library 435 Lincoln Hill Drive, Battle Creek, MI 49015 Wednesday – Sept 26th, 2012 1. 7:00 PM – Welcome and opening by Chair Randall Champlin 2. Attendance sheet: Jim Baldwin, Rudy Barda, Jan Barry, Randall Champlin, County Commissioner Jim Haadsma, Dave Hawks, Wendy Rominger, Beverly Vallillee, George Vallillee, Annie Wyson City Representative Susan Bedsole, City Representative Jason Francisco, Mayor Susan Baldwin, Commissioner Jeff Dominico, , Guests: Elaine Hunsicker, Executive Director at the Haven, Norma J. Mayo, Zane Mead, Officer Lapratt. 3. Additions or deletions to this agenda – none 4. Approval of the May 23rd, 2012 meeting’s minutes - motioned by Jim Baldwin with support by Dave Hawks. The motion passed unanimously. 5. Correspondence sent/received – BCATS Traffic Study Info 6. City staff reports: • Police Department Report: A written crime mapping report was provided. Officer Lapratt said that she would be attending meetings and volunteered to answer council questions. • City representative Report Susan Bedsole – • Riverside Drive work is all MDOT planning and execution. The city is not involved. MDOT is being careful because of the previous problems with wet area and the I-94 overpass. Maintaining the correct water level is proving more challenging than was originally anticipated. The New schedule is for the end of October. • The property at 186 Francis is scheduled for rental inspection on Oct 4th. • Q: Can boats be stored in driveways? – A: Typically no, however corner lots have an exception if the backyard is to small for the vehicles. Some leeway is granted to boats in the summer months. • Q: Is there a limit for the number of total vehicles in the backyard? A: No. if they fit in the backyard. A backyard is behind the plane of the back of the house. A member noted that 476 Hamilton has them parked along the side. • Q: Can commercial vehicles parked on the public residential street? For example on Moreland. A: No. This is illegal • Q: What is happening with the property at Westway and Capital Ave – A: Tickets have been written for zoning violations. Tickets are scheduled to go to court Oct 11th. • Q: What about expired license tabs on some vehicles? A: Historical vehicles get ten year plates so you can’t tell from the color of the plate tab if it is current. • Q: Is there a code compliance handbook .. A: No but all ordinances are on-line. You can do a word search. Given the number of ordnances this is a better approach than a book. • NPC Brochures were distributed. These can be given to neighbors as a reminder of Purpose and History of the NPCs. The City of Battle Creek will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and audio tapes of printed materials being considered in the meeting upon reasonable notice to the City of Battle Creek. Will probably be on the City Commission agenda for the 2nd meeting October, Lakeview assisted living – is open and looking good. • Mayor Baldwin - KCC will get a state historic marker.. Oct 14, A Military site tour via the Chamber of Commerce is recommended. Fall into the ARTS Friday, October 19th. Many positive comments on downtown redevelopment from the world balloon championships. • County Commissioner Haadsma – Effective Nov 1 the road commissioner responsibilities will move to the county commission. The feeling was that the county will have better financial, and resource management. Will have budget by November .. earlier than tradition. 7. Committee reports: • Beautiful Battle Creek Award – Ann Wyson. The nominee is 819 Riverside Dr. • Neighborhoods and Land Use – No Report • NPC 11 Programs – James Haadsma – see next month’s topic below 8. Old business from previous meetings: • Minges Brook Park clean up. This was completed over the summer. The chair thanked NPC and neighborhood volunteers, Lakeview Schools and the City for their help in getting much of the dead brush and tree limbs removed from the trailside. 9. New business: i. Monthly Program Topic: Elaine Hunsicker, Executive Director at the Haven presenting on Haven's programming, changes in programming, and plans for new development. Started to treat alcoholics after WWII. 1956 current location since 1980. Added a women’s and children’s program. Treats the whole person physically, mentally, and spiritually. Men 18 and over have a 30 to 60 day programs. ii. Elaine described some of seven programs that the haven operates such as the Calhoun county jail ministry, Gain Access Program (GAP) for Children, and Adult Foster care. iii. Q: What gets some one tossed out? A: Zero tolerance for drugs and alcohol and aggressive behavior. 10. Public comments: None 11. Members’ comments: George read a book he liked. 12. Next meeting: 7:00 October 24th, 2012. Guest: is expected to be Jayne Wilson. Base Contracting Office 13.
