Individuals with disabilities requiring auxiliary aids or services should contact the City of Battle Creek by writing or calling the following: City Clerk Office (269) 963-3348/TDD POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL Thursday September 3, 2015 7:00 PM The Chair Diana Quigg called the meeting to order at 7:00 p.m. at CAA Boardroom Attendance: Members Present: Cindy Fritz, Pat Shellenberger, Yvonne Powell, John Cash, Katie Hubbard, Diana Quigg and James Moreno. Members Excused: Deborah Perkins and Linda Carmona Guests and Visitors: Luman Mingle , Brian Bentzen, Michael Tobin, Joseph Shanks and Dave Schmaltz, Chief from BCFD, Station #3, Tom Wirebaugh-BCPD, Tom Engels-Code Compliance and City Commissioner Andy Helmboldt. Additions and Deletions to the Agenda: None. Approval of Minutes: Motion was made by Jim Moreno and seconded by Cindy Fritz that May minutes be approved. Motion carried. Correspondence and Announcements: None . COMMITTEE AND STAFF REPORTS: The following Code and Police issues were reported. Police: Tom Wirebaugh handed out the crime report.  Post Community Garden, Cliff St - Solar lights and panels were stolen .  Pat Shellenberger asked to see some consistency, if possible, to not change the NPC police officers so much,. Code: Tom Engels handed out the code report.  17 E. Kingman - House was a foreclosure that was empty over a year. New owner tearing down drywall with no permit. Stop work order was issued.  W. Kingman, southwest side of street - constant front yard parking  High Street 3 lots - looks like place is having a yard sale  208 Cliff St - parking in yard or adjacent lot Fire: Battle Creek Fire Department is getting around to the local NPC's. It was asked about having a presentation on the smoke detector program during fire safety month. Lt . Engel from Station 3 is a 19 year veteran let us know that the fire station is possibly on the chopping block and is asking for a Letter of Support to the Fire Chief Dave Schmaltz, City Manager Rebecca Fleury and copy to the City Commission to keep the station open. Jim made a motion and seconded by Katie that we do a Letter of Support. Motion carried. **** Chief Schmaltz requested that NPC1 hold off on the Letter of Support until he can present us, with some proposals, about building a new building, moving to a different station or updating Station 3 ****** Beautiful Battle Creek Award: There were 6 nominations this month  58 Lathrop  139 Lathrop  106 Post  13 Walnut  97 Oakhill  Shouldice Bros. 182 Elm St If you see a property that you feel deserves a BBC Award you may nominate that property, all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office who will then proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. The update below is provided so that all have a record of what has been processed and what is pending. Membership: Diana recognized guests. There was a motion made by Jim and seconded by Yvonne to remove Deb Perkins from the membership due to non-attendance. Motion carried. . COMMISSIONER COMMENTS: Andy Helmboldt let us know that the City Commission is planning a master plan for budgeting. They want to go with priority based funding that involves getting all neighborhoods included and action based funding for the City of Battle Creek. Our citizens will be able to see the budget. City Commission is setting goals. Battle Creek Public Schools: None OLD BUSINESS: None NEW BUSINESS: Chris Lussier will be giving a presentation on the final completion of the Consolidated Plan. Member Comments: Cindy announced the kids are participating in the Post Community Garden. Yvonne commented on the fact that Lakeview Schools was involved with Meet up and Eat up program was going on last summer but there is no program this year. Diana will find out if someone who expressed an interest in joining the council is still interested.
