-POST/FRANKLIN NEIGHBORHOOD PLANNING COUNCIL- Thursday November 1, 2018 Chair James Moreno called the meeting to order at 7:03 p.m. at CA Board Room. Attendance: Members Present: James Moreno, Kjersten Priddy, and Cindy Fritz. Yvonne Powell, Pat Shellenberger; LaMarr Mingle, and Linda Carmona (via phone). Members Excused: None Guest and Visitors: Stephen Herbstreith and Kelly Dillman – BCPD (Be Safe), Richard Bolek CBO – BC Code/Inspection, Duska Brumm & Danielle Richardson – BC Recreation, Todd Everett/Todd Gerber – BC DPW-Field Services, Barb Travis – MIWorks!, Noah Hollander, Principle BCHS, Deondra Ramsey – BCPS, Nathan Grajek – BCPS School Board, Lynn Ward-Gray – Ward 2 Comm., Kate Flores – Ward 3 Comm. Additions and Deletions to the Agenda: None Approval of Minutes: Motion made for approval of Oct Minutes was made by Yvonne and Seconded by Rev. Priddy. Minutes approved. Correspondence and Announcements: James acknowledge the passing of NPC #1 member Katie Hubbard. NPC sent flowers to the Royal Funeral Home to honor Katie’s years of service. She will need to be removed from Planning Council Membership and mailing. Police: Officer Herbstreith represented the Police Dept. and reported he was unable to pull our stats as it is the 1st of the month and they were not available. We will have them by our next meeting. He also said Officer Rivera has been sent to Washington as part of his military duties for the next year. Everything seems to be okay in the area at this time. Kelly reported that Be Safe BC meets the 4th Thursday of the month. Due to Thanksgiving the November meeting will be November 15 at the Police Station. A lite dinner from 5:30-6:00 pm with the meeting starting at 6 ending at 8. She reported that the there was a shift in grants, making it easier to apply for grants. They are still looking for an Ambassador for the Post Addition. Code: Richard Bolek distributed Code report. Following was reported to Richard: 21 E. Kingman – Roof Beautiful Battle Creek Award: None If you see a property that you feel deserves a BBC Award you may nominate that property; all that is required is the address. The council will then vote and the address is submitted to City Neighborhood Planning Office, who then proceed with the issuing of the Award. Note – once we submit the addresses the City takes control of the process and we have no say when an address will be awarded. If any member should have a question regarding an address that was submitted they need only ask and the inquiry will be made to the City and the outcome will be documented in the minutes. Membership: James received a letter that was sent to the Community Dev. Office from Jack Childs informing us that he has resigned from NPC#1. James turn the meeting over to the nomination committee. Cindy informed the council that all were contacted. The following members have voiced that they would like to be officers for the 2019 year. They are James Moreno–Chair, Yvonne Powell –Vice Chair and Cindy Fritz–Secretary. Cindy asked if there were any nominations from the floor, seeing none the ballot was closed. A motion was made by Rev. Priddy that we accept the slate as presented. It was seconded by Linda Carmona, motion passed. Officers for 2019 are James Moreno–Chair, Yvonne Powell-Vice Chair and Cindy Fritz-Secretary. The meeting was turned back to Chair. James reported that John Cash would like to become a member, he owns property in the Post Addition. Motion was made by Linda Carmona, seconded by Cindy Fritz. Motion carried. Guest were reminded if they are interested in joining council to let Chair or Vice Chair know and we will get a motion to add them to the membership. Commission Comments: Commissioner Gray reported that the meetings for November will be on the 13th and 20th due to the election and Thanksgiving. Wednesday, November 7th is the workshop on goals for the Commission. This is to be held at the Police Dept. Community Rm. At 5:30 pm. Dec 6th is the 2nd workshop on goals held at the Police Dept. Community Rm. At 5:30 pm. The new Fire Chief is now on board. Battle Creek Public Schools: Noah Hollander reported that BCPS Central is using academy based thinking. Starting with freshmen. Career planning education and connecting school with local employers and community with school. There was good discussion as a question was brought up on how do we get the youngsters (elementary) up to the levels they need to be when they get to High School? It was reported that literacy specialists are in all the schools and it allows for them to look at foundation skills. This will help to ensure that all students can read at a 3rd grade level by the time they reach 3rd grade. This will be instrumental in helping keep them in the education pipeline and graduate. Old Business: James reported that the submission of the Byrne Grant is close to being completed. New Business: BC Parks and Recreation presented its Master Plan Purpose and Process. Its mission is to provide recreation programs and services that improve the physical health and wellbeing of the individual and community. A questionnaire was given to members to fill out. Note was made of a random Community Survey that had been sent to random city residents this month. All were encouraged to complete them and return them to the Survey Company in the pre-paid envelope provided. Residents will have an opportunity to submit and complete this survey after the Survey Company notifies City it has received the random surveys sent out. Todd Gerber-Field Services Supervisor distributed a map showing the snow removal priorities for the City. He reminded us of the order of snow removal with major roads and trunk lines – first, residential – second. They run 3 shifts to get all the snow removed. He reported that they have purchased a new snow plow truck, which he stated we will not miss it as it a big truck. He is hoping to have GPS trackers up and running soon. This will allow residents to see and track snow plow activity within their neighborhoods and the city in general. Members Comments: James reminded us to Vote – Tuesday – November 6. Public Comments: Nathan Grajek introduced himself as a candidate running for re- election for BCPS Board. He shared how he and the Board have worked to get BCPS budget in the black. He has worked to help ensure Teachers and Support Staff received pay increases; as these weren’t possible due to budget shortfalls. He asked for our support and to not forget to Vote. Commissioner Gray reminded all that if individuals needed a ride to the Polls, they could contact the A. Phillip Randolph office at the Urban League.
