Approval of the Sept. 26 meeting minutes distributed via email – Minutes approved 5. Correspondence sent/received and upcoming events:  Cathy added to email distribution NPC 11  Email from Jake Smith unable to attend. His newsletter was sent out for October. 6. City staff reports and Commissioner Comments:  City/County Commissioners’ remarks – None present  Police Department Report – Joshua Chapman  2018 summer Kid-napping, no new public updates on the case.  Ensure to lock your house and car up. Take away moments of opportunity.  New Police Department has plenty of space for community events if desired.  City Representative Report – None present 7. Committee reports:  Beautiful Battle Creek Award Nominations – Dave Hawks i. Received nomination for: Richard Riley, 1525 Capital Ave SW, 269-339-7026 – motion approved to nominate.  Neighborhoods and Land Use – Dan Buscher i. New brewing company (New Holland) coming in for downtown. They had some minor adjustments submitted for special use and were approved by planning committee. ii. No update on Distribution center by Lux Café. Nothing has been submitted. Dan will keep NPC abridged of any new developments.  NPC 11 Programs – Mr. Jim McDonagh has volunteered for this position. More to come. 8. Old business:  None 9. New business:  Monthly informational Program: Duska Brumm (Director), present Parks and Rec portion of 5- year master plan, looking for input from neighborhood i. In process of doing master plan – When completed it will allow additional State DNR funds to be utilized for department. ii. City Residents Feedback/input – is required by the State DNR for the master plan. You can contact Duska Brumm (dabrumm@battlecreekmi.gov) for the questionnaire and/or go to http://bcparks.org/ to see everything that the parks and rec department already does for Battle Creek. iii. Willard Beach – Already moved Beach area down the beach a bit, (get out of the boating area) iv. Linear Path – Would be very small project around KCC to accommodate the new sign that is being put on the corner by the newly built gymnasium.  v. Public comment – wanted to thank Parks and Rec for upkeep of Riverside vi. Jan Frantz – Brought up an idea to maybe have some type program to replace trees if trees were cut down. (in residential areas as well) 1. Was a counter point of not wanting to discourage residents to take down trees for safety by having another additional fee. 2. Superintendent of Recreation stated that Battle Creek Public Works replaces trees that they have to take down for new roads. vii. On questionnaire, what does Important issues mean? – example of offering night time sports (e.g. YMCA night time open) 1. Tina – brought up issue that those that need to utilize these services usually do not have the means to pay. Rec responded that they lost funding for boys/girls club and united way. 2. Cathy – Brought up that the Library does offer free afterschool programs. Has a good attendance of 50 to 60 kids. viii. Binder Park Golf Course – new director is apparently making progress over turning business around through marketing, winter activities, etc. ix. Bailey Park – Hosts kid baseball tournaments that pay for use of fields. x. Winter Maintenance – Parks does not have budget for winter maintenance (e.g. plowing pathways for snow).  Todd Gerber – Discussed Snow Plowing. i. School Bus routes are not a priority, Battle Creek Transit routes are priority. Due to staff shortage and weighed consequences (i.e. kids late for school versus adults late for work) ii. Why do plows circle 5 or more times? Response: the same road may have to be used to make the passes through the neighborhood to complete the entire neighborhood street. iii. Salt prices are increasing – Last year did have 11 year low prices, this year will have 25 – 29% increase, but Todd does not expect this year to be a problem for the salt price. Next year may be different. 10. Public Comments:  None 11. Members’ comments:  Will put out survey on next door app for ideas for next meeting. 12. This is across the street approximately 1/5th of a mile south of our old meeting location, Riverside Elementary School.
